Jefferson Blvd., Suite 1300 N
South Bend, IN 46601
RE: Request for Proposals: Madison Lifestyle District – Phase I Parking Garage
Dear Committee,
On behalf of Shiel Sexton, I would like to thank you for the opportunity to offer this proposal in response to the
Phase I Parking Garage of the Madison Lifestyle District in downtown South Bend. With multiple key community
stakeholders involved in the project, including City of South Bend, Great Lakes Capital, Beacon Health System,
and South Bend I Elkhart Partnership from READI funding side, this project will serve as a catalyst in continuing the
redevelopment of downtown South Bend.
In order to make this project a success, it will be critical to have a construction partner who can expertly navigate
the process. It will require commitment and a team who can orchestrate the project from a logistical perspective
alongside multiple stakeholders and the design team. Our project team is focused on bringing your project vision in
line with the schedule, scope and budget drivers that will impact key decision-making.
Shiel Sexton has navigated the CMc process and delivered successful projects with numerous state, county, and
municipal clients. As a full-service CM firm, we provide cost estimating, commissioning, quality control, scheduling,
and safety as in-house services. These services will benefit the City of South Bend and Great Lakes Capital by
streamlining communication and project coordination.
Here’s what you can expect from Shiel Sexton:
• Extensive background with public Construction Management at Risk delivery in the State of Indiana having
delivered over 90 projects since 2015. We understand the nuances of State rules and requirements.
• Our firm is headquartered here in Indiana. We have worked hard to establish a strong reputation among
subcontractors and suppliers. Our approach is to leverage that local market presence on your behalf to ensure
more bidders and better value on Bid Day along with maximum union trades participation.
• Shiel Sexton has a very methodical approach to supplier diversity. Our strategy has helped our team achieve
some of the most successful programs in the State of Indiana. We will bring that same approach to this project.
Our South Bend office is located just two blocks from the site, and we are committed to aggressively pursuing this
project. We look forward to the opportunity to discuss our approach and team in further detail if we are fortunate
enough to be selected for an interview. This is an exciting project, and we would be honored to be part of the team.
Sincerely,
Chris Metzger, Vice President of Operations
(317) 716-8765 | cmetzger@shielsexton.com
(Primary Contact Person)
December 17, 2024
130 S.
