December 17, 2024
The City of South Bend, Indiana
227 West Jefferson Blvd.
South Bend, IN 46601
RE: Madison Lifestyle District – Phase I Parking Garage
Construction Manager as Constructor (CMc) Services
To Whom it May Concern:
F.A. Wilhelm Construction Co., Inc. (Wilhelm) is excited to propose serving as the Construction Manager as Constructor (CMc)
for the City of South Bend's Madison Lifestyle District – Phase I Parking Garage. This transformative development will bring
additional multi-family housing units, a hotel, retail space, and a 660-space parking garage to support Memorial Hospital and the
City of South Bend.
Wilhelm brings over 100 years of construction experience and is ranked as the #1 Contractor in Indiana by Engineering News-
Record (ENR) and as one of the largest contractors in the nation (ENR #54), with annual revenue exceeding $2 billion. Wilhelm
is uniquely equipped to meet the challenges of this project. We understand the intricacies of building in active and vibrant
downtown settings and are committed to leveraging our local relationships, providing schedule certainty, and applying our
parking garage expertise to meet or exceed the City of South Bend’s goals. These include ensuring a high-quality project that is
delivered on time and within budget.
Local Relationships: We recognize the City’s commitment to supporting local labor on this project. Having worked
extensively in the South Bend area, we are highly familiar with the subcontractor base in St. Joseph County and have
established strong working relationships with the local unions. Specifically, we will leverage our relationship with the St. Joe
Valley Building Trades to conduct outreach and encourage local firms to submit bids.
Schedule Certainty: As the City of South Bend prepares to begin construction on this development, executing project
milestones will be critical for future phases of construction. By working collaboratively with all project stakeholders
throughout the design and construction phases, Wilhelm provides the schedule certainty necessary for this important
project. Our successful track record of on-time or early completion of similar projects (including punch list completion and
closeout) demonstrates our reliability.
Parking Garage Expertise: We specialize in constructing parking structures, offering innovative and efficient solutions for
safe and reliable facilities. With a deep understanding of the critical role parking structures play in urban development,
we are dedicated to delivering projects that optimize space, functionality, and user experience. We also recognize the
importance of collaboration with developers, architects, urban planners, and city officials. Our team actively engages
in discussions to understand the specific urban context and parking needs, ensuring our designs maximize utility and
contribute positively to the surrounding environment.
We look forward to further discussions and to partnering with the City of South Bend and the other stakeholders on this exciting
project. Our team is ready and committed to putting our experience, relationships, and resources to work for you.
Sincerely,
Mitch Davison
Operations Manager
F.A.
