Common Council <br />Page 2 <br />September 1, 1982 <br />Madison Street Bridge over the St. Joseph River. <br />While there has been evidence that the city is <br />no longer interested in such a bridge, no <br />amendment has been made to the Transportation <br />Plan to the contrary. <br />4. Basically, the property owners in the vicinity <br />of the proposed vacations are concerned about <br />the potential increase in traffic on LaSalle <br />with the closing of Madison Street; the increase <br />in traffic on St. Peter Street since it will be <br />the primary way to approach the front entrance <br />of the hospital complex; and the possibility <br />of access problems to their properties. <br />From a technical standpoint, the Board feels the above con- <br />cerns have been addressed and there would appear to be no problems <br />encountered in providing adequate fire protection to affected <br />properties. In addition, while the closing of all or a portion <br />of the above rights -of -way may cause temporary inconveniences to <br />the public normally utilizing them, access to surrounding properties <br />will not be denied. Given the circumstances, the proposed plan <br />for vacation of the above rights -of -way is the most feasible <br />considering the limited existing property available to the medical <br />center. <br />The Board, therefore, submits a favorable recommendation <br />to the Council for the vacation of the aforementioned public <br />rights -of -way, subject to the maintenance of all utility easements, <br />but asks that the Council consider the neighborhood concerns <br />which the Board is cognizant of but feels it is not in a position <br />to address. <br />In the event St. Joseph's Medical Center does not provide <br />easements to the property owners bordering the alley (the westerly <br />portion of which is to be vacated) as it previously agreed to do, <br />then additional right -of -way will need to be dedicated at the <br />alley intersection to better facilitate turning movements. <br />bib <br />CC: John E.
