5 Criteria (per IC 36-7-4-603): <br />1. Comprehensive Plan: <br />Policy Plan: <br />City of South Bend -City Plan, November 2006 <br />Economic Development Policy ED 1.2 Encourage reuse of abandoned and underutilized <br />land and structures. <br />The rezoning is consistent with the Comprehensive PIan's Economic Development Policies. <br />Land Use Plan: <br />City of South Bend -City Plan. November 2006 <br />The Comprehensive Plan's Future Land Use Map identifies this general area as Light <br />Industrial. <br />The rezoning is consistent with the Comprehensive Plan's Future Land Use Map. <br />2. Current conditions and character: <br />The site currently contains an existing building. The area is a mixture of industrial, commercial <br />and residential in character. <br />3. Most desirable use: <br />The most desirable use for the property is industrial: <br />4. Conservation of property values: <br />The surrounding properly values should not be affected by the rezoning. <br />5. Responsible development and growth: <br />It is responsible development and growth to allow the reuse and improvements to an underutilized <br />and deteriorating building. <br />Recommendation: <br />Based on information available prior to the public hearing, the staff recommends this petition be <br />sent to the Common Council with a favorable recommendation, subject to a written commitment <br />limiting all vehicle impoundment, processing, and salvage be conducted within the western <br />building. <br />Analysis: <br />The reuse of the existing buildings for industrial and warehousing is a logical extension and <br />practical reuse of the existing industrial area. The most intense of the industrial uses, with the <br />help of the written commitment, shall be confined to inside the western building. This should <br />help buffer the adjacent residential area from the vehicle salvage operation, as well as minimize <br />the environmental concerns that are associated with vehicle salvage.
