79 -93 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 3303 PORTAGE AVE., IN THE CITY OF SOUTH BEND, INDIANA. This being the time heretofore set for public hearing on the above bill, proponents and opponents were given an opportunity to be heard. Council Member Slavinskas reported that the Zoning and Vacation Committee had met on this bill and recommended it favorable to the Council. Council Member Luecke made a motion to accept the substitute bill on file with the City Clerk, seconded by Council Member Coleman. The motion carried. John Byorni, Area Plan, reported this proposed rezoning would not adversely effect the surrounding area, and it was recommended favorably by the Commission. Tim McCollough, a representative of the petitioner, made the presentation for the bill. He indicated they planned to construct additional mini - warehouses at this location. Council Member Luecke recommended screening be put on the north side of this property. Council Member Coleman made a motion to recommend this bill to the Council favorable, seconded by Council Member Washington. The motion carried. BILL NO. 80 -93 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 1145 PRAIRIE AVENUE IN THE CITY OF SOUTH BEND, INDIANA 46613. This being the time heretofore set for public hearing on the above bill, proponents and opponents were given an opportunity to be heard. Council Member Slavinskas reported that the Zoning and Vacation Committee had met on this bill and recommended it favorable to the Council. Council Member Coleman made a motion to accept the substitute bill on file with the City Clerk, seconded by Council Member Washington. The motion carried. John Byorni, Area Plan, reported this proposed rezoning from "F" to "E" heavy industrial to allow access to their property which is zoned "E." Cary Levin, a representative of Sturgis Iron & Metal, made the presentation for the bill. He indicated they were going to purchase this property contingent upon the rezoning. He indicated they have a security problem and they do not have enough space under roof to protect their material, and with this property they will be able to add storage space to their facility. Tony Davey, 1237 Pyle, spoke in favor of this zoning. Mark Troyer, 1401 W. Indiana, spoke against the zoning because of the noise coming from this operation. Don Nowicki, 2211 W. William, President of the Rum Village Association, spoke against this zoning. Council Member Luecke made a motion to recommend this bill to the Council favorable, as amended, seconded by Council Member Washington. The motion carried. BILL NO. 91 -93 A BILL MAKING TECHNICAL CORRECTIONS TO ORDINANCE NO. 8396 -93 FIXING MAXIMUM SALARIES AND WAGES OF APPOINTED OFFICERS AND NON - BARGAINING EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA, FOR THE CALENDAR YEARS 1994 AND 1995. Council Member Puzzello reported that the Personnel & Finance Committee met on this bill and recommended it to the Council favorable. Council Member Luecke made a motion to continue public hearing on this bill until November 29, seconded by Council Member Coleman. The motion carried. BILL NO. 92 -93 A BILL MAKING TECHNICAL CORRECTIONS TO ORDINANCE NO. 8397 -93 AND ORDINANCE NO. 8398 -93 FIXING THE ANNUAL PAY AND MONETARY FRINGE BENEFITS OF FIREFIGHTERS OF THE SOUTH BEND FIRE DEPARTMENT FOR CALENDAR YEARS 1994, 1995 AND 1996. This being the time heretofore set for public hearing on the above bill, proponents and opponents were given an opportunity to be heard. Council Member Puzzello reported that the Personnel and Finance Committee had met on this bill and recommended it to the Council favorable. Council Member Coleman made a motion to accept the substitute bill on file with the City Clerk, seconded by Council Member Washington. The motion carried. Kathleen Cekanski Farrand, Council attorney, made the presentation for the bill. She indicated this bill makes technical corrections to Ordinance No. 8397 -93 and 8398 -93. She indicated the firefighters ratified the wage package offered by the City. She indicated the proposal is within the City guidelines. Council Member Luecke made a motion to recommend this bill to the Council favorable, as amended, seconded by Council Member Kelly. The motion carried. Council Member Luecke made a motion to rise and report to the Council, seconded by Council Member Washington. The motion carried.
