79 -93 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 3303 <br />PORTAGE AVE., IN THE CITY OF SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Slavinskas <br />reported that the Zoning and Vacation Committee had met on this bill and recommended <br />it favorable to the Council. Council Member Luecke made a motion to accept the <br />substitute bill on file with the City Clerk, seconded by Council Member Coleman. The <br />motion carried. John Byorni, Area <br />Plan, reported this proposed rezoning would not adversely effect the surrounding <br />area, and it was recommended favorably by the Commission. <br />Tim McCollough, a representative of the petitioner, made the presentation for the <br />bill. He indicated they planned to construct additional mini - warehouses at this <br />location. Council Member Luecke recommended screening be put on the north side of <br />this property. Council Member Coleman made a motion to recommend this bill to the <br />Council favorable, seconded by Council Member Washington. The motion carried. <br />BILL NO. 80 -93 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 1145 <br />PRAIRIE AVENUE IN THE CITY OF SOUTH BEND, INDIANA 46613. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Slavinskas <br />reported that the Zoning and Vacation Committee had met on this bill and recommended <br />it favorable to the Council. Council Member Coleman made a motion to accept the <br />substitute bill on file with the City Clerk, seconded by Council Member Washington. <br />The motion carried. John Byorni, Area Plan, reported this proposed rezoning from "F" <br />to "E" heavy industrial to allow access to their property which is zoned "E." Cary <br />Levin, a representative of Sturgis Iron & Metal, made the presentation for the bill. <br />He indicated they were going to purchase this property contingent upon the rezoning. <br />He indicated they have a security problem and they do not have enough space under <br />roof to protect their material, and with this property they will be able to add <br />storage space to their facility. Tony Davey, 1237 Pyle, spoke in favor of this <br />zoning. Mark Troyer, 1401 W. Indiana, spoke against the zoning because of the noise <br />coming from this operation. Don Nowicki, 2211 W. William, President of the Rum <br />Village Association, spoke against this zoning. Council Member Luecke made a motion <br />to recommend this bill to the Council favorable, as amended, seconded by Council <br />Member Washington. The motion carried. <br />BILL NO. 91 -93 A BILL MAKING TECHNICAL CORRECTIONS TO ORDINANCE NO. 8396 -93 FIXING <br />MAXIMUM SALARIES AND WAGES OF APPOINTED OFFICERS AND NON - BARGAINING <br />EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA, FOR THE CALENDAR YEARS <br />1994 AND 1995. <br />Council Member Puzzello reported that the Personnel & Finance Committee met on this <br />bill and recommended it to the Council favorable. Council Member Luecke made a <br />motion to continue public hearing on this bill until November 29, seconded by Council <br />Member Coleman. The motion carried. <br />BILL NO. 92 -93 A BILL MAKING TECHNICAL CORRECTIONS TO ORDINANCE NO. 8397 -93 AND <br />ORDINANCE NO. 8398 -93 FIXING THE ANNUAL PAY AND MONETARY FRINGE <br />BENEFITS OF FIREFIGHTERS OF THE SOUTH BEND FIRE DEPARTMENT FOR <br />CALENDAR YEARS 1994, 1995 AND 1996. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Puzzello <br />reported that the Personnel and Finance Committee had met on this bill and <br />recommended it to the Council favorable. Council Member Coleman made a motion to <br />accept the substitute bill on file with the City Clerk, seconded by Council Member <br />Washington. The motion carried. <br />Kathleen Cekanski Farrand, Council attorney, made the presentation for the bill. She <br />indicated this bill makes technical corrections to Ordinance No. 8397 -93 and 8398 -93. <br />She indicated the firefighters ratified the wage package offered by the City. She <br />indicated the proposal is within the City guidelines. Council Member Luecke made a <br />motion to recommend this bill to the Council favorable, as amended, seconded by <br />Council Member Kelly. The motion carried. <br />Council Member Luecke made a motion to rise and report to the Council, seconded by <br />Council Member Washington.
