<br />BILL NO. 111 -93 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, 
<br />AMENDING CHAPTER 2, ARTICLE 14 OF THE SOUTH BEND MUNICIPAL CODE 
<br />BY THE ADDITION OF NEW SECTION 2 -170.5 ENTITLED "HOWARD PARK ICE 
<br />RINK NON - REVERTING CAPITAL IMPROVEMENT FUND ". 
<br />This being the time heretofore set for public hearing on the above bill, proponents 
<br />and opponents were given an opportunity to be heard. Council Member Coleman reported 
<br />that the Parks Committee had met on this bill and recommended it to the Council 
<br />favorable. Ron O'Connor, fiscal officer, made the presentation for the bill. He 
<br />indicated the Park Board had approved an increase in various user fees associated 
<br />with the ice rink, and that these funds be deposited into a non - reverting capital 
<br />improvement fund, similar to the three new funds recently created for the Park 
<br />Department. Barbara Brownell, 1407 Sunnymede, spoke in favor of this bill. Council 
<br />Member Coleman made a motion to recommend this bill to the Council favorable, 
<br />seconded by Council Member Kelly. The motion carried.

<br />APPROPRIATING MONIES WITHIN THE ZOO ENDOWMENT FUND TO BE USED FOR 
<br />CAPITAL PROJECTS AND /OR CAPITAL IMPROVEMENTS AT THE POTAWATOMI 
<br />ZOO, CITY OF SOUTH BEND, INDIANA, FOR THE YEAR 1993. 
<br />This being the time heretofore set for public hearing on the above bill, proponents 
<br />and opponents were given an opportunity to be heard. Council Member Coleman reported 
<br />that the Parks Committee had met on this bill and recommended it to the Council

<br />indicated they had received a bequest of $10,000 for the Potawatomi Zoo for capital 
<br />improvements only. He indicated they had wanted to purchase a Gunite Spray Machine,

<br />CITY OF SOUTH BEND, INDIANA FOR THE YEAR 1993. 
<br />This being the time heretofore set for public hearing on the above bills, proponents 
<br />and opponents were given an opportunity to be heard. Council Member Puzzello 
<br />reported that the Personnel and Finance Committee had met on this bill and 
<br />recommended it to the Council favorable. Jeff Rinard, finance director, made the

<br />to transfer and appropriate needed funds into different accounts. Council Member
