REGULAR MEETING AUGUST 22. 1994 <br />Council Chambers of the County -City Building on Monday, August 22, 1994, at 7:00 <br />p.m. The meeting was called to order and the Pledge to the Flag was given. <br />ROLL CALL Present: Council Members Washington, Luecke, <br />Kelly, Puzzello, Slavinskas, Zakrzewski, <br />Coleman, Duda, and Ladewski <br />Absent: None <br />REPORT FROM THE SUB - COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />The sub - committee has inspected the minutes of the August 8 meeting of the Council <br />and found them correct. <br />Therefore, we recommend the same be approved. <br />/s/ Ann Puzzello <br />/s/ Eugene Ladewski <br />Council Member Coleman made a motion that the minutes of the August 8, 1994, <br />meeting be accepted and placed on file, seconded by Council Member Duda. The <br />motion carried. <br />REPORTS OF CITY OFFICES <br />Carl Littrell, director of engineering, reported on the Good Neighbors /Good <br />Neighborhoods program. He indicated approximately 1,894 homeowners have applied <br />for the program, and they hope to upgrade 700 homes by the time the program ends <br />in October. He indicated the homeowners have to pay 40 or 50 percent of the cost <br />of repairs, depending on financing, and only 16 have chosen not to participate <br />after finding out the cost. He indicated only homeowners who actually live in the <br />house where the work is proposed qualify. He introduced several employees from his <br />department that are working on the project. <br />Council Member Coleman made a motion to resolve into the Committee of the Whole, <br />seconded by Council Member Duda. The motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Committee of the Whole on August 22, at 7:14 p.m., with nine members present. <br />Council Member Kelly presiding. <br />BILL NO. 78 -94 A BILL AMENDING THE ZONING ORDINANCE AND ESTABLISHING A HISTORIC <br />LANDMARK FOR THE PROPERTY LOCATED AT 520 EAST COLFAX AVENUE, IN THE <br />CITY OF SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Slavinskas <br />reported that the Zoning and Annexation Committee had met on this bill and <br />recommended it to the Council favorable. John Oxian, President of the Historic <br />Preservation Commission, made the presentation for the bill. He indicated that the <br />Commission recommends this house be declared a local landmark. He indicated a <br />representative from Historic Landmark Foundation of Indiana, who own the house will <br />give you more history. Adrienne Fine, field coordinator, for Historic Landmark <br />Foundation, indicated they supported the landmark designation for this house. He <br />indicated the house was built in 1888 and was sold to Henry Prost in 1900. He <br />indicated the Foundation purchased and moved the house to its present location, and <br />after complete renovation it will be a showcase. Council Member Coleman made a <br />motion to recommend this bill to the Council favorable, seconded by Council Member <br />Zakrzewski. The motion carried. <br />BILL NO. 81 -94 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 1809 <br />AND 1815 EAST IRELAND ROAD IN THE CITY OF SOUTH BEND, INDIANA. <br />Council Member Luecke made a motion to continue this bill until September 26, <br />seconded by Council Member Zakrzewski. The motion carried. <br />BILL NO. 69 -94 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: THE ALLEY TO BE <br />VACATED IS DESCRIBED AS THE FIRST EAST -WEST ALLEY SOUTH OF <br />JEFFERSON BOULEVARD RUNNING EAST FROM THE EAST RIGHT -OF -WAY LINE OF <br />SOUTH MAIN STREET TO THE FIRST INTERSECTING NORTH -SOUTH ALLEY EAST <br />OF MAIN STREET FOR A DISTANCE OF APPROXIMATELY 165 FEET AND A WIDTH <br />OF 14 FEET; LOCATED BETWEEN LOTS 292 AND 291 IN THE ORIGINAL PLAT <br />OF TOWN, NOW CITY OF SOUTH BEND, INDIANA. <br />Council Member Coleman made a motion to continue this bill until September 12, at <br />the request of the petitioner, seconded by Council Member Duda. The motion <br />carried. <br />BILL NO. 80 -94 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: THE FIRST NORTH - <br />SOUTH ALLEY EAST OF S. SUNNYSIDE AVENUE FROM THE NORTH RIGHT -OF -WAY <br />LINE OF E. BELMONT AVENUE TO THE SOUTH RIGHT -OF -WAY LINE OF E. <br />SOUTH STREET FOR A DISTANCE OF APPROXIMATELY 222.5 FEET AND A WIDTH <br />OF 14 FEET. PART SITUATED IN WHITCOMB AND KELLER'S SUNNYMEDE THIRD <br />
