<br />BILL NO. 75 -94 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA,
<br />CLOSING CERTAIN DORMANT FUNDS AND TRANSFERRING THE BALANCES THEREIN
<br />TO THE GENERAL FUND OF THE CITY OF SOUTH BEND.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />recommended it to the Council favorable. Gretchen Bowland, fiscal officer for
<br />Public Works, made the presentation for the bill. She indicated after the recent
<br />annual audit the State Board of Accounts encouraged the closing of the following
<br />funds; 501 Barrett Law, 502 Barrett Law General Improvement, Discovery Hall, Leeper
<br />Park Tree Replacement; Morris Civic Operating. Council Memner Coleman made a
<br />motion to recommend this bill to the Council favorable, seconded by Council Member
<br />Ladewski. The motion carried.
<br />BILL NO. 76 -84 A BILL FIXING THE ANNUAL PAY AND MONETARY FRINGE BENEFITS FOR
<br />MEMBERS OF THE SOUTH BEND POLICE DEPARTMENT FOR THE CALENDAR YEARS
<br />1995, 1996, AND 1997.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents wore given an opportunity to be heard. Council Member Coleman made
<br />a motion to accept the substitute bill on file with the City Clerk, seconded by
<br />Council Member Washington. The motion carried. Council Member Coleman reported
<br />that the Personnel and Finance Committee and the Health and Public Safety Committee
<br />had a joint meeting on this bill and recommended it to the Council favorable.
<br />Council Member Puzzello thanked the members of the negotiating teams, and asked all
<br />those present to come to the podium. She indicated that at the request of the FOP
<br />they had concentrated on raising the base pay of patrolmen, which will help the
<br />retirees pensions. Kathleen Cekanski - Farrand, City attorney, indicated this pact
<br />was ratified with only nine negative votes. She indicated this pact contained a
<br />fringe benefit of $350 over a three year period to officers who purchase and wear
<br />bullet proof vests. She indicated they felt South Bend was the first city in the
<br />country to offer such an incentive. She also indicated that officers could qualify
<br />for $1,500 a year in mortgage or rent assistance if they live in or move into high -
<br />crime areas. She thanked the teams, the Common Council, Board of Public Safety and
<br />the Administration, as well as all members of the FOP. She indicated that for the
<br />first time there was a retired officer on the negotiating team. Council Member
<br />Ladewski indicated this was the fourth negotiating team he had served on and it was
<br />one of the most professional and dedicated. Council Member Luecke thanked all City
<br />employees and indicated that because of them they were able to work through
<br />negotiations and give this type increase. Corporal Leszcz indicated their main
<br />goal was to provide for the retirees, and we got what we wanted. Tom Grant, a
<br />police retiree, thanked the FOP and the City committee. He indicated it was an
<br />honor and privilege to be on the Committee. Joyce Boaler, 1606 Hillsdale,
<br />indicated the police deserve every penny we can give them. Council Member Coleman
<br />made a motion to recommend this bill to the Council favorable, as amended, seconded
<br />by Council Member Duda. The motion carried.
<br />BILL NO. 77 -94 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA,
<br />AMENDING SECTION 2 -151 OF THE SOUTH BEND MUNICIPAL CODE TO
<br />DESIGNATE ADDITIONAL AREAS WITHIN THE CITY OF SOUTH BEND, INDIANA,
<br />AS AN ECONOMIC DEVELOPMENT TARGET AREA, AND AMENDING SECTION 2 -76.1
<br />TO ADD ADDITIONAL AREAS TO THE TAX ABATEMENT IMPACT AREA (TAIA).
<br />This being the time heretofore set for public hearing on the above bill proponents
<br />and opponents were given an opportunity to be heard. Council Member Kelly reported
<br />that the Community and Economic Development Committee had met on this bill and
<br />recommended it to the Council favorable. Kathleen Cekanski - Farrand, Council's
<br />attorney, made the presentation for the bill. She indicated this bill will change
<br />the legal description to enlarge the Central Business District. She indicated it
<br />was in the best interests of the City to pass this bill. Council Member Coleman
<br />made a motion to recommend this bill to the Council favorable, seconded by Council
<br />Member Duda. The motion carried.
<br />Council Member Luecke made a motion to rise and report to the Council, seconded by
<br />Council Member Coleman. The motion carried.

<br />with Council President Puzzello presiding, and nine members present.

<br />ORDINANCE NO. 8522 -94 AN ORDINANCE AMENDING THE ZONING ORDINANCE FOR PROPERTY
<br />LOCATED AT 1129 HICKORY ROAD IN THE CITY OF SOUTH BEND,
<br />INDIANA.
<br />This bill had third reading. Council Member Zakrzewski made a motion to pass this
<br />bill, seconded by Council Member Slavinskas. The bill passed on a roll call vote
<br />of nine ayes.
<br />ORDINANCE NO. 8523 -94 AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 21,
<br />ZONING, OF THE MUNICIPAL CODE OF THE CITY OF SOUTH BEND,
<br />INDIANA, AS AMENDED, BY ADDING TO AND MAKING CERTAIN
<br />OTHER REVISIONS TO THE ZONING ORDINANCE.
