City of South Bend <br />Public Works Guaranteed Energy Savings Contract Qualifications <br />Life Is On Schneider <br />Electric <br />d. Explain how these savings are calculated. <br />We will work with the client to determine which of these types of cost savings make sense based on the type of project that is <br />developed/constructed. We will estimate operational savings that truly result in cost savings to the client. And if the client prefers to <br />repay financing with only energy savings, we can take that approach too. This is a conversation that happens early in the project to <br />determine the appropriateness of utilizing operational savings in the project cash flows. <br />e. Explain how these savings are monitored and verified. <br />During the guarantee period, the City will have the full support of our Client Services program, which provides ongoing performance <br />assurance and support services through the contract term. <br />• A dedicated Client Services representative. Your Client Services consultant will provide technical assistance during business <br />hours and with most after-hours needs. If your consultant is unavailable, one of our other consultants will be available 24 hours a <br />day, 7 days a week through a toll -free Client Services Hotline. <br />• Secure remote monitoring. Your utility data will be monitored down to individual meters to ensure that you are benefitting from the <br />savings we promised. Regular reviews of your building automated systems will also provide leading indicators of performance and <br />flag areas that may need to be addressed. You will have access to "Resource Advisor", our secure, cloud -based software platform <br />for tracking and managing energy, water, and other resource usage. You can even use Resource Advisor for managing your utility <br />bills. All information is provided in real time and available at your fingertips. <br />f. Indicate which non -utility savings types are guaranteed. <br />Schneider Electric will utilize Industry Standard systems like the IPMVP for energy saving guarantees. If there are other savings outside <br />of energy that the City of South Bend believes are real, we will work with the City to determine what those savings are and how best to <br />validate them. <br />g. Describe how you maximize Owner's return on investment. <br />We don't share savings. The City will get (at a minimum) the amount of the savings guarantee. If savings are above the guarantee, then <br />the City of South Bend keeps 100% of them. In addition, we do not subcontract to turnkey providers that put mark up on top of mark up. <br />We design, procure, and manage your solar project in house. This saves significant costs while maintaining a quality solar installation <br />the is guaranteed to perform. <br />c. Describe your firm's approach to accounting for equipment or operational changes that impact savings estimates during <br />the period of performance. <br />For this specific project at the Olive Water Treatment Plant, at this time the main energy conservation measure is only a solar PV field. <br />There should be no operational or equipment changes to the plant. The only long-term operational variable to account for is the <br />replacement of the inverters around year 13 and the degradation of the panel's productivity over time. Schneider Electric will work with <br />the Public Works administration to determine how best to account for these costs over the term of the contract. <br />d. Identify tax credits, grants, and incentives that may be available to the Owner for funding this project and describe your <br />expertise in securing them. <br />The basic ITC of 25.5% of cost should apply for this project. Schneider Electric will work to see if that can be increased through "buy <br />America" or other incentives. SRECS (often sold to states like Ohio) also have a value, but that value should be determined after Jan 1 St <br />2025 to be accurate. In addition, utility incentives will also be evaluated as they may change in 2025. Any and all grant and rebate <br />dollars will be 100% received by South Bend. Schneider Electric will apply for these on behalf of the City, but Schneider Electric does <br />not keep any of them. <br />e. Attach a Measurement and Verification Plan and Annual Savings Report from a recent project. <br />Please find the M&V plan and annual savings report from the City of LaPorte project in Appendix E. <br />Use or disclosure of data contained on this sheet is subject to December 10, 2024 <br />the restriction on the table of contents of this proposal Page 14 <br />
