FY 2025-2029 Five-Year Consolidated Plan City of South Bend, IN <br /> There is no expected loss of property between the Housing Authorities of South Bend,Mishawaka,and <br /> St. Joseph County. <br /> Does the availability of housing units meet the needs of the population? <br /> There are 112,173 housing units in St. Joseph County. There are 67,746 owner-occupied housing units, <br /> 32,280 renter-occupied housing units, and 12,147 vacant units. The total population of St. Joseph County <br /> is 272,912 residents. While there is always a need for more available units, the primary need is more <br /> affordable housing. Housing costs have increased across St. Joseph County. In addition, a large amount of <br /> housing units sits vacant most of the year and are rented or utilized by tourists during the Notre Dame <br /> University's football season. This demand for "vacation" housing has led to outside investment and <br /> purchase of the housing stock for further high end development. <br /> Describe the need for specific types of housing: <br /> There is no overarching need for one specific type of housing within the St. Joseph County Consortium. <br /> Both downpayment and closing costs and monthly rentals have increased since the previously Five-Year <br /> Period and new units for both single family and multi-family units are needed to increase the supply and <br /> reduce prices. There is a need to develop affordable"starter"home units for families moving from renters <br /> to becoming owners. <br /> Discussion <br /> There are twice as many owner-occupied housing units than renter-occupied units in St. Joseph County. <br /> The largest type of housing is single family detached houses with 83,565 units throughout St. Joseph <br /> County. The Housing Consortium has primarily focused on new construction of housing units and <br /> rehabilitation of existing housing stock to meet the demands of the community.There is a lack of affordable <br /> housing for all types and sizes of owner-occupied and renter-occupied housing units.
