Performance Measures for Homelessness Prevention <br /> a. A reduction in the number of homeless households involving families with <br /> children (a priority need for homeless assistance within the local Continuum of <br /> Care community). <br /> b. Expected Outcome:At least 35%of participants assisted will remain in permanent <br /> housing six(6) months after the last assistance provided under ESG. <br /> Performance Measures for Homeless Rapid Re-housing <br /> a. A reduction in the number of homeless households involving families with <br /> children,both sheltered and unsheltered(a priority need for homeless assistance <br /> within the local Continuum of Care community). <br /> b. Expected Outcome:At least 35%of participants assisted will remain in permanent <br /> housing six(6) months after the last assistance provided under ESG. <br /> 3.20 — Emergency Shelter Standards <br /> The Emergency Solutions Grant (ESG) program establishes minimum standards for safety, <br /> sanitation, and privacy in emergency shelters funded with ESG. In December 2019, the <br /> local BOS Regional Planning Council reviewed and approved the following emergency <br /> shelter standards: <br /> Administration&Organizational Requirements: <br /> 1. The shelter shall not require clients to participate in religious services or other <br /> forms of religions expression. <br /> 2. The shelter shall not discriminate on the basis of race, religion,or national origin. <br /> Shelters serving families shall also not discriminate on the basis of the sex or age <br /> of the children or the size of the family,except where limited by facility. <br /> 3. The shelter's Board of Directors shall consist of voluntary (unpaid) members, <br /> with the possible exception of the agency's CEO or Director. <br /> 4. The shelter's Board of Directors shall meet at least on a quarterly basis and set <br /> overall policy for the shelter. <br /> 5. The shelter shall have a secure storage space for confidential documents relating <br /> to clients and personnel. <br /> City of South Bend - ESG Policies and Procedures Manual 19 <br />
