III. Program Requirements <br /> 3.1 - Eligibility Intake Criteria <br /> The subrecipient must conduct an initial evaluation to determine each household's <br /> eligibility for ESG assistance and the amount and types of assistance the household needs <br /> to regain stability in permanent housing. Subrecipient staff will conduct an initial intake <br /> interview with participants using a standardized assessment to verify program eligibility <br /> and assess the type of housing the participant may need. <br /> Primary eligibility for Rapid Re-housing and Homelessness Prevention: <br /> The City is promoting the HUD Endorsed Benchmarks and Standards for Rapid Re-housing <br /> created by The National Alliance to End Homelessness("NAEH").The benchmarks promote <br /> a housing-first adoption of Rapid Re-housing that is available to people experiencing literal <br /> homelessness without preconditions of income, criminal history, previous rental <br /> experience or other external factors. <br /> Benchmarks and Standards can be found on the NAEH website: <br /> http://end homelessness.org/wp-content/uploads/2016/02/Performance-Benchmarks- <br /> and-Program-Standards.pdf <br /> The City expects subrecipients that administer ESG-funded Rapid Re-housing programs to <br /> adopt the low-barrier, Housing First approach to serving eligible households in the <br /> community. <br /> Similarly, the City expects that households served by Homelessness Prevention ("HP") <br /> funds will be screened solely on regulatory requirements(income and housing status). <br /> See Documentation Requirements under Section IV. <br /> 3.2 — Creating & Maintaining an Operations Manual <br /> Subrecipients are required to create and maintain an operations manual that details <br /> program and contract expectations for staff and volunteers.The operations manual should <br /> include program specific rules and contract expectations as set forth in this Manual. <br /> City of South Bend - ESG Policies and Procedures Manual 7 <br />
