All subrecipients with a role in ESG must read the U.S. Department of Housing and Urban <br /> Development (HUD) ESG Notice at https://www.onecod.info/resource/1927/hearth-esg- <br /> program-and-consolidated-plan-conforming-amendments/ and comply with the <br /> requirements within. <br /> 1.1 — Purpose <br /> The purpose of this program manual is to provide guidance to entities (hereafter referred <br /> to as "subrecipient") that the City of South Bend (hereafter referred to as "the City") has <br /> awarded Emergency Solutions Grant (ESG) funding for rapid re-housing and/or homeless <br /> prevention. ESG subrecipients must review this document closely to ensure full <br /> understanding of the income eligibility determination requirements, housing status <br /> eligibility determination, and appropriate documentation. In addition, subrecipients are <br /> responsible for disseminating the information included in this document to staff to ensure <br /> that they are aware of, understand,and comply with the requirements,as outlined. <br /> 1.2 - Other ESG Regulation, Policy and Procedure <br /> Resources <br /> Subrecipients should review HUD's regulations located at <br /> https://www.onecpd.info/resource/1927/hearth-esg-program-and-consolidated-plan- <br /> conforming-amendments/.
