• Applicants for homeownership assistance receive adequate information about lead-based paint <br /> requirements. <br /> • The staff will properly determine whether proposed projects are exempt from some or all lead based <br /> paint requirements. <br /> • A proper visual assessment is performed to identify deteriorated paint in the dwelling unit, any <br /> common areas servicing the unit, and exterior surfaces of the building or soil. <br /> • Prior to occupancy,properly qualified personnel perform paint stabilization and the dwelling passes <br /> a clearance exam in accordance with the standards established in 24 CFR Part 35. <br /> • The home purchaser receives the required lead-based paint pamphlet and notices. <br /> Actions planned to reduce the number of poverty-level families <br /> According to 2018-2022 ACS data, 17.7% of families in South Bend live below the poverty line. The <br /> poverty rate was greater for families with children,approximately 27.4%of households with children under <br /> 18 years were below the poverty line. Approximately 37.4% of all female headed households in the City <br /> were below the poverty line. <br /> The City's planned action to reduce the number of poverty-level families is based on economic development <br /> and addressing the needs of the homeless.The City will support activities to attract and expand businesses, <br /> support workforce development through job training, and address infrastructure needs. The City will also <br /> engage in addressing the immediate needs of families and individuals using public service providers. <br /> Planned Public services will include: <br /> • Job-training services through South Bend Career Pathways. <br /> • Developing small businesses. <br /> • Encouraging entrepreneurship among women and minorities. <br /> • Incubating start-ups that begin at Notre Dame. <br /> • Development of new commercial/industrial facilities. <br /> • Homeless prevention services. <br /> • Promotion of new job opportunities. <br /> Actions planned to develop institutional structure <br /> The City of South Bend works with the following agencies to enhance coordination: <br /> • City of South Bend—Department of Community Investment - oversees the CDBG and ESG <br /> programs, and the HOME program on behalf of the St. Joseph County Housing Consortium. <br /> • Housing Authority of South Bend - oversees the improvements to public housing communities, <br /> Section 8 Housing Choice Voucher Program and the development of scattered site housing. <br /> • Social Services Agencies - the City provides funds to address the needs of low- and moderate- <br /> income persons. <br /> • Housing Providers - the City provides funds to agencies and organizations to rehabilitate and <br /> develop new affordable housing for low-and moderate-income families and individuals. <br /> OMB Control No:2506-0117(exp.07/31/2025) 202 <br />
