AP-60 Public Housing - 91.420, 91.220(h) <br /> Introduction <br /> According to their Five-Year and Annual Plan for 2024-2029,the Housing Authority of South Bend's progress in meeting <br /> their mission and goals states that HASB will attain and maintain high performer status in both of its housing programs.The <br /> HASB has struggled to form Resident Councils and Resident Advisory Boards.The Housing Authority of South Bend has <br /> strategized recruiting more Section 8 Housing Choice landlords. Demand among public housing residents for Section 8 <br /> Housing Choice Vouchers has increased. <br /> The Housing Authority of South Bend has the following units: <br /> • Laurel Court—42 units <br /> • South Bend Ave—20 units <br /> • LaSalle Landing—24 units <br /> • WestScott/Quads—179 units <br /> • Harber Homes—54 units <br /> • Edison and Twyckenham—39 units <br /> • Scattered Sites—238 units <br /> Total—596 units <br /> There are sixty-two (62) units that are considered accessible in the Housing Authority of South Bend's public housing <br /> inventory. <br /> The waiting list open up January 15, 2023, and stayed open for 2 weeks, had a total of 1146 on waiting list was closed <br /> January 31,2023.The count on February 1,2023,was 2088 after purging of files for non-compliance. There are currently <br /> 942 households on the waitlist as of November 9,2023.The waiting list open back up on November 1,2023,for all bedroom <br /> sizes,the count does not included open online list that has not been dumped over as of yet. <br /> The Housing Authority of South Bend administers 2,365 Section 8 Housing Choice Vouchers as of November 2023.Demand <br /> for a quality Section 8 Housing rental exceeds the supply of decent, affordable rental units. There are 1,275 <br /> families/individuals on the Housing Choice Voucher waiting list as of November 2023.The waiting list is currently closed. <br /> Actions planned during the next year to address the needs to public housing <br /> The Housing Authority of South Bend (HASB), partnering with the City of South Bend, is currently working with a <br /> consultant on a repositioning plan for HASB to modernize the vacant scattered site units in its portfolio. Scoping the repairs <br /> is currently underway which will lead to a plan to address the needed repairs. An asset repositioning plan is also in the <br /> beginning stages with a consulting firm inspecting the units and making recommendations for a plan to move forward. Once <br /> repairs are completed,new income eligible households will be able to move into the HASB units with affordable rents. <br /> The HASB is also working with the City on a transformation plan for the redevelopment of two former public housing sites <br /> which are currently vacant. The plan is to combine these sites into a mixed income community. The City and Community <br /> Foundation have applied for$20 million in grant funds for the project. HASB has published an RFQ for a developer partner. <br /> The City has also committed funding to the project. <br /> It is expected that once the vacant units are occupied,HASB will be able to shedd its troubled status. <br /> HASB is continuing its active outreach to landlords and property managers within the South Bend area to increase the <br /> number of eligible options for HASB Housing Choice Voucher holders. The HASB staff is educating landlords and <br /> encouraging participation in the HCV program to expand the availability of rental housing to HASB voucher holders. <br /> OMB Control No:2506-0117(exp.07/31/2025) 192 <br />
