The following illustrates the economic profile for the City of South Bend, according to the 2018-2022 <br /> American Community Survey: <br /> • 28.2%of workers are employed in educational services, healthcare,and social assistance. <br /> • 16.6%of workers were employed in manufacturing. <br /> • 10.6%of workers were employed in retail trade. <br /> • 4.0% of workers were considered self-employed. <br /> • 86.2%of workers are private wage and salary workers. <br /> Geographic Distribution <br /> Target Area Percentage of Funds <br /> Low-and Moderate-Income Areas 100% <br /> Table 56-Geographic Distribution <br /> Rationale for the priorities for allocating investments geographically <br /> The City of South Bend will allocate its CDBG funds to those geographic areas whose residents are above <br /> the 51% low-and moderate-income rate. At least 70%of all the City's CDBG funds that are budgeted for <br /> activities will principally benefit low- and moderate-income persons. The following guidelines for <br /> allocating CDBG and HOME funds were used by the City for the FY 2024 Program Year: <br /> • The public services activities are for social service organizations whose clientele are considered <br /> lower income or in certain cases, a limited clientele with a presumed low- and moderate-income <br /> status. <br /> • The public facilities activities are either located in a low-and moderate-income census tract/block <br /> group,have a low-and moderate-income service area benefit,or have clientele over 51%low-and <br /> moderate-income. <br /> • The infrastructure improvement activities are either located in a low-and moderate-income census <br /> tract/block group or have a low- and moderate-income service area benefit or clientele, which is <br /> over 51%low-and moderate-income. <br /> • The housing activities have income eligibility criteria; therefore, the income requirement limits <br /> funds to low-and moderate-income households throughout the City. <br /> • Economic development projects will either be located in a low- and moderate-income census <br /> tract/block group, or a poverty tract greater than 20%, or part of a redevelopment area, or 51%of <br /> the jobs will be made available to low-and moderate-income households. <br /> The proposed Activities/Projects under the FY 2024 CDBG and HOME Program Year are located in areas <br /> with the highest percentages of low-to moderate-income persons and those block groups with a percentage <br /> of minority persons above the average for the City of South Bend. <br /> The HOME funds will be used for administration and for housing projects.These funds will be targeted to <br /> low-income persons and projects designed to provide affordable housing to low-income persons and are <br /> OMB Control No:2506-0117(exp.07/31/2025) 188 <br />
