FY 2025-2029 Five-Year Consolidated Plan City of South Bend, IN <br /> Table 49-Anticipated Resources <br /> Explain how federal funds will leverage those additional resources (private, state and local funds), including a description of <br /> how matching requirements will be satisfied <br /> In addition to the entitlement funds, the St. Joseph County Housing Consortium and the City of South Bend anticipates the following Federal <br /> resources may be available to local non-profit organizations to undertake the housing strategies identified in the Five-Year Consolidated Plan. <br /> • Supportive Housing Program <br /> • Low-Income Housing Tax Credit Program(LIHTC) <br /> • Section 8 Rental Assistance Program <br /> • Public Housing Capital Fund Program <br /> Private and non-Federal resources that may be available to the St. Joseph County Housing Consortium and the City of South Bend in FY 2025 to <br /> address needs identified in the FY 2025-2029 Five-Year Consolidated Plan are listed below. <br /> • Private Banks & Credit Unions — The City partnership with local banks and credit unions to operate the Community Homebuyers <br /> Corporation. This program leverages private equity to assist low- and moderate-income individuals to purchase houses in which they may <br /> not be able to obtain a traditional mortgage. <br /> • Indiana Housing & Community Development Authority — The IHDCA runs programs that assist individuals with first time <br /> homeownership and other housing purchases by providing funding for Veterans,rent-to-own,mortgage credits, and homebuyer subsidies. <br /> • Department of Health & Human Services—Through the Family & Youth Service Bureau, the City of South Bend has leveraged funds <br /> through the Runaway and Homeless Youth Program to support street outreach, emergency shelters, longer-term transitional living, and <br /> maternity group home programs to serve and protect young people. <br /> • Federal Home Loan Bank Affordable Housing Program (AHP) — Congress has mandated that ten (10%) of the Federal Home Loan <br /> Bank's (FHLB) profits be allocated to provide affordable housing. The FHLB encourages its members to work with public agencies and <br /> non-profit housing development organizations in creating highly leveraged affordable housing initiatives. Both sales and rental housing are <br /> eligible.
