FY 2025-2029 Five-Year Consolidated Plan City of South Bend, IN <br /> ED-1 Employment—Encourage and support new job opportunities through job creation,job retention,job <br /> training, workforce development, and educational programs to address the need for a well-trained labor <br /> force. <br /> ED-2 Financial Assistance—Support new development of business and industry through expansion,new <br /> development, capital equipment purchases, etc. to be funded with federal programs including the Section <br /> 108 Loan Guarantee Program. <br /> ED-3 Incentives—Support local, state, and federal tax breaks, tax credits, land development bonuses,and <br /> planning initiatives to promote new development and expansion of business and industry. <br /> Does your jurisdiction participate in a Comprehensive Economic Development Strategy <br /> (CEDS)? <br /> Yes. The City of South Bend participates in the Comprehensive Economic Development Strategy(CEDS) <br /> for the Michiana Area Council of Governments. <br /> If so, what economic development initiatives are you undertaking that may be coordinated <br /> with the Consolidated Plan? If not, describe other local/regional plans or initiatives that <br /> impact economic growth. <br /> Need additional information. <br /> Discussion <br /> There is a need for job training for residents of St. Joseph County and the City of South Bend. Minorities <br /> in the City of South Bend are disproportionately unemployed and have a higher unemployment rate. There <br /> is a need for specific programs to address these disparities.Organizations in the area have worked to address <br /> this by partnering with potential entrepreneurs who are women and people of color.
