reported that the Parks and Recreation Committee had met on this bill and recommended
<br />it to the Council favorable. Ron O'Connor, Fiscal Officer, made the presentation for
<br />the bill. He indicated the Park Board determined this land at Elbel Golf Course is
<br />not longer needed for park purposes and recommended the sale of this 3.8 acres of
<br />land. Council Member Luecke made a motion to recommend this bill to the Council
<br />favorable, seconded by Council Member Washington. The motion carried.
<br />A BILL AUTHORIZING THE CITY OF SOUTH BEND, INDIANA TO ISSUE ITS
<br />MULTIFAMILY HOUSING REVENUE REFUNDING BONDS (THE POINTE AT ST. JOSEPH
<br />PROJECT), ISSUE OF 1994, SERIES A, B, C AND D IN THE AGGREGATE
<br />PRINCIPAL AMOUNT NOT EXCEEDING $12,920,485.57 AND APPROVING AND
<br />AUTHORIZING OTHER ACTIONS IN RESPECT THEREOF.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Council Member Washington
<br />reported that the Zoning and Annexation Committee had met on this bill and
<br />recommended it to the Council favorable. Council Member Luecke made a motion to
<br />accept the substitute bill on file with the City Clerk, seconded by Council Member
<br />Duda. The motion carried. Kenneth Fedder, attorney for the Economic Development
<br />Commission, made the presentation for the bill. He indicated that the owners of
<br />Pointe at St. Joseph want to refinance this project, in order to take advantage of
<br />lower interest rates. He indicated with the refinancing they would save
<br />approximately $110,000 a year. Council Member Luecke made a motion to recommend this
<br />bill to the Council favorable, as amended, seconded by Council Member Washington.

<br />RESOLUTION DESIGNATING CERTAIN AREAS WITHIN THE CITY OF
<br />SOUTH BEND, INDIANA, COMMONLY KNOWN AS 840 PRAIRIE AVENUE,
<br />SOUTH BEND TO BE AN ECONOMIC REVITALIZATION AREA FOR
<br />PURPOSES OF A TEN (6) YEAR REAL PROPERTY TAX ABATEMENT FOR
<br />MATTHEW R. DEE EXPANSION
<br />WHEREAS, the Common Council of the City of South Bend, Indiana, has adopted a
<br />Declaratory Resolution designating certain areas within the City as Economic
<br />Revitalization Areas for the purpose of tax abatement consideration; and
<br />WHEREAS, a Declaratory Resolution designated the area commonly known as 840 840
<br />Prairie Ave., and which is particularly described as follows:
