and recommended it to the Council favorable. Ernest Szarwark, attorney made the <br />presentation for the bill. He indicated this company was interested in acquiring two <br />new welding machines for use in their current facility. He indicated with the new <br />machines two new jobs will be created, as well as maintaining 75 existing jobs. <br />Council Member Washington made a motion to adopt this resolution, seconded by Council <br />Member Zakrzewski. The resolution was adopted by a roll call vote of eight ayes. <br />RESOLUTION NO. 21 <br />94 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, AUTHORIZING THE MAYOR TO SUBMIT TO THE <br />UNTIED STATES GOVERNMENT, DEPARTMENT OF COMMERCE <br />(ECONOMIC DEVELOPMENT ADMINISTRATION) AN APPLICATION <br />FOR A PLANNING ASSISTANCE GRANT UNDER SECTION 302(A) OF <br />THE PUBLIC WORKS AND ECONOMIC DEVELOPMENT ACT OF 1965, <br />AS AMENDED. <br />WHEREAS, the Mayor of the City of South Bend, Indiana, is the Chief Executive <br />Officer of the City and is the applicant for a Planning Assistance Grant under <br />Section 302(a) of the Public Works and Economic Development Act of 1965, as amended; <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, <br />Indiana, as follows: <br />SECTION I. That the Mayor of the City of South Bend, Indiana, is hereby <br />authorized to submit a grant application to the United States Department of Commerce <br />(Economic Development Administration) for planning assistance under the 302(a) <br />program of the Public Works and Economic Development Act of 1965, as amended. <br />SECTION II. That the Common Council of the City of South Bend, Indiana, hereby <br />requests that the mayor submit the 302(a) Planning Assistance Grant Application to <br />the Common Council for review and comment prior to the date upon which the 302(a) <br />Planning Assistance Grant Application must be filed with the Economic Development <br />Administration. <br />SECTION III. That for every activity, project, or program to be funded under <br />this resolution, the Mayor shall submit to the Common Council an appropriation <br />ordinance prior to expenditure of any Economic Development Administration Grant funds <br />received upon approval of this application. <br />SECTION IV. That the Mayor shall be authorized to accept and affirm the grant <br />award should be made. <br />SECTION V. That the City's Department of Community and Economic Development be <br />designated as the City of South Bend's administrating agency and office. <br />SECTION VI. That this resolution shall be in full force and effect from and <br />after its adoption by the Common Council and approval by the Mayor. <br />/s/ Ann Puzzello <br />Member of the Common Council <br />A public hearing was held on the resolution at this time. Council Member Kelly <br />reported that the Community and Economic Development Committee had met on this bill <br />and recommended it to the Council favorable. Pam Meyer, Planning and Neighborhood <br />Development, made the presentation. She indicated this will allow the City to submit <br />an application for a planning grant of $37,500 to assist in the preparation of an <br />economic development revitalization plan for a targeted area of the community. <br />Council Member Washington made a motion to adopt this resolution, seconded by Council <br />Member Kelly. The motion carried on a roll call vote of eight ayes. <br />BILLS, FIRST READING <br />BILL NO. 48 -94 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br />ESTABLISHING A CUMULATIVE CAPITAL DEVELOPMENT FUND. <br />This bill had first reading. Council Member Coleman made a motion to refer this bill <br />to the Personnel and Finance Committee and set it for public hearing and third <br />reading on May 23, seconded by Council Member Duda. <br />BILL NO. 49 -94 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: THE ALLEY TO BE <br />VACATED IS DESCRIBED AS THE FIRST EAST -WEST ALLEY SOUTH OF E. PLEASANT <br />ST. FROM THE EAST RIGHT -OF -WAY LINE OF S. TWENTY- SEVENTH ST. TO THE <br />WEST RIGHT -OF -WAY LINE OF THE FIRST INTERSECTING NORTH -SOUTH ALLEY <br />EAST OF S. TWENTY- SEVENTH ST. FOR A DISTANCE OF APPROXIMATELY 155 FEET <br />AND A WIDTH OF APPROXIMATELY 14 FEET. PART LOCATED IN TWIN CITY <br />REALTY SUBDIVISION OF LOT C IN THE CITY OF SOUTH BEND, INDIANA. <br />This bill had first reading. Council Member Coleman made a motion to refer this bill <br />to the Public Works and Property Vacation Committee and set it for public hearing and <br />third reading on May 23, seconded by Council Member Duda . <br />BILL NO. 50 -94 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 802 -810 <br />LINCOLNWAY WEST, IN THE CITY OF SOUTH BEND, INDIANA. <br />This bill had first reading. Council Member Coleman made a motion to refer this bill <br />to Area Plan, seconded by Council Member Duda. The motion carried <br />BILL NO. 51 -94 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 1129 <br />HICKORY ROAD IN THE CITY OF SOUTH BEND, INDIANA. <br />
