REGULAR MEETING <br />NOVEMBER 13. 1995 <br />Be it remembered that the Common Council of the City of South Bend met in the Council <br />Chambers of the County -City Building on Monday, November 13, 1995, at 7:00 p.m. The <br />meeting was called to order and the Pledge to the Flag was given. <br />ROLL CALL Present: Council Members Luecke, Washington, Kelly, <br />Puzzello, Slavinskas, Zakrzewski, Duda, Coleman <br />and Ladewski <br />Absent: None <br />REPORT FROM THE SUB - COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />The sub - committee has inspected the minutes of the October 23, 1995, meetings of the <br />Council and found them correct. <br />Therefore, we recommend the same be approved. <br />/s/ Eugene Ladewski <br />Council Member Coleman made a motion that the minutes of the October 23, meeting be <br />accepted and placed on file, seconded by Council Member Slavinskas. The motion <br />carried. <br />REPORTS OF CITY OFFICES <br />Phil St. Clair, Superintendent of Parks, indicated three of his employees would be <br />making a presentation. Susan O'Connor, Director of Recreation, discussed the <br />transition from School City to the Park Department, and gave a schedule of <br />activities. Mike Garbacz, Director of Golf, gave an overview of the City's courses. <br />John Martinez, Director of Potawatomi Zoo, covered the zoo highlights for 1995. <br />Council Member Luecke made a motion to resolve into the Committee <br />of the Whole, seconded by Council Member Coleman. The motion <br />carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Committee of the Whole at 7:34 p.m. with nine members present. Chairman Washington <br />presiding. <br />BILL NO. 61 -95 A BILL AMENDING THE ZONING ORDINANCE, AND ESTABLISHING AN HISTORIC <br />LANDMARK FOR THE PROPERTY LOCATED AT 518 SOUTH MICHIGAN STREET, IN THE <br />CITY OF SOUTH BEND, INDIANA <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Slavinskas <br />reported that the Zoning and Vacation Committee had met on this bill and recommended <br />it to the Council favorable. John Oxian, President of Historic Preservation, made <br />the presentation for the bill. He indicated this building ranks 5 -11; it was <br />constructed between 1921 -25; and it was the last of the small buildings used for <br />business in the downtown area. Council Member Luecke made a motion to recommend this <br />bill to the Council favorable, seconded by Council Member Slavinskas. The motion <br />carried. <br />BILL NO. 53 -95 A BILL AMENDING THE ZONING ORDINANCE FOR THE PROPERTY LOCATED AT 2311 <br />HIGHLAND AVE. IN THE CITY OF SOUTH BEND, INDIANA <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Slavinskas <br />reported that the Zoning and Vacation Committee had met on this bill and recommended <br />it to the Council favorable. Council Member Kelly made a motion to accept the <br />substitute bill on file with the City Clerk, seconded by Council Member Puzzello. <br />The motion carried. John Byorni, Area Plan, indicted the petitioner was requesting a <br />zoning change to "A" to allow for an addition to the house and build a garage. The <br />property is vacant at the present time. Jerry Zock, 2311 Highland, indicated the <br />neighbors would like this property to be residential instead of industrial. Council <br />Member Slavinskas made a motion to recommend this bill to the Council favorable, <br />seconded by Council Member Coleman. The motion carried. <br />BILL NO. 64 -95 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br />APPROPRIATING $141,972.00 FROM PROJECT RELEAF <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Puzzello <br />reported that the Public Works and Property Vacation Committee had met on this bill <br />and recommended it to the Council favorable. Jeff Rinard, Deputy Controller, made <br />the presentation for the bill. He indicated this bill appropriated monies for the <br />annual leaf pickup. He said this year the leaf pickup would run through the 1st week <br />in December, due to the early snow. Council Member Coleman made a motion to <br />recommend this bill to the Council favorable, seconded by Council Member Duda. The <br />motion carried. <br />Council Member Kelly made a motion to rise and report to the Council, seconded by <br />Council Member Coleman. The motion carried. <br />
