REGULAR MEETING JUNE 12, 1995
<br />Richard Nussbaum, City Attorney, indicated that City helps to support the Homeless
<br />Shelter, so they felt a report from that facility was in order. He introduced
<br />Kathryn Dick, she indicated the shelter served 2,500 people in 1994. She said the
<br />average age was middle twenties, and they are children of people who fell through the
<br />cracks twenty or thirty years ago. She said the Center opened in 1988 when the
<br />Morningside Hotel burned. She said in 1992 the orientation process was started; in
<br />1993 we began a "Start Over" program and in 1994 we started a job training program.
<br />We have placed 28 people since November of 1994. They will move into supportive
<br />housing, some will qualify for permanent housing and the possibility of home
<br />ownership, which will complete the continuum.
<br />Council Member Luecke made a motion to resolve into the Committee of the Whole,
<br />seconded by Council Member Coleman. The motion carried.

<br />Be it remembered that the Common Council of the City of South Bend met in the
<br />Committee of the Whole at 7:30 p.m., with nine members present. Chairman Washington
<br />presiding.
<br />BILL NO. 20 -95 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: THE FIRST NORTH -
<br />SOUTH ALLEY WEST OF SOUTH FRANKLIN STREET ON WEST INDIANA, AND A
<br />PORTION OF THE EAST -WEST ALLEY PARALLEL TO WEST INDIANA AVENUE
<br />CONTINUING WEST THEREFROM
<br />Council Member Luecke made a motion to continue public hearing on this bill until
<br />July 12, at the request of the petitioner, seconded by Council Member Coleman. The
<br />motion carried.
<br />BILL NO. 23 -95 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 3402
<br />LINCOLNWAY WEST, IN THE CITY OF SOUTH BEND,INDIANA
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Council Member Slavinskas
<br />reported that the Zoning and Annexation Committee had met on this bill and
<br />recommended it to the Council favorable. Andy Nevin, staff planner -Area Plan,
<br />reported that the petition was requesting a zoning change from B to Cl commercial.
<br />He indicated the property contains a funeral home which is no longer in operation.
<br />He indicated that the Commission sends this to the Council with a favorable
<br />recommendation. John Ford, attorney, made the presentation for the bill. He
<br />indicated Kuert Concrete plans to purchase this property to use as office space, and
<br />they do not plan to make any changes to the exterior of the building. He indicated
<br />that office use was less intense than the funeral home. Council Member Coleman made
<br />a motion to recommend this bill to the Council favorable, seconded by Council Member
<br />Duda. The motion carried.
<br />BILL NO. 27 -95 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA,
<br />AMENDING CHAPTER 2, ARTICLE 6 OF THE SOUTH BEND MUNICIPAL CODE
<br />ADDRESSING TAX ABATEMENT PROCEDURES
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Council Member Coleman made a
<br />motion to accept a substitute to this bill, seconded by Council Member Zakrzewski.
<br />The motion carried. Council Member Kelly reported that the Community and Economic
<br />Development Committee had met on this bill and recommended it to the Council
<br />favorable. Larry Magliozzi, assistant director of planning, made the presentation
<br />for the bill. He indicated that based on State law, at least ten percent of the City
<br />area(3.8 square miles) can be designated for residential tax abatement; and they have
<br />targeted the far northwest neighborhood and the Rum Village- Locust Road area, which
<br />totals 1.5 square miles. He indicated that this designation will be given only to
<br />new single family homes, and they must be owner occupied. Mary Booth, 817 E.
<br />Donmoyer, spoke in favor of this bill. Mike Urbanski, Garden Homes, spoke in favor,
<br />indicating this tax break would be about $974.00 a year on a $60,000 home. Council
<br />Member Luecke indicated that he and Council Member Coleman were going to request that
<br />the Indiana General Assembly increase the size of an area in the city eligible for
<br />residential abatements, due to State legislation which does not allow the City of
<br />annex. Council Member Kelly made a motion to recommend this bill to the Council
<br />favorable, seconded by Council Member Zakrzewski. The motion carried.
<br />BILL NO. 28 -95 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA,
<br />AMENDING CHAPTER 19, ARTICLE 3, SECTION 19 -53 OF THE SOUTH BEND
<br />MUNICIPAL CODE ADDRESSING BOATING AND LIMITED WATERSKIING ACTIVITIES
<br />Council Member Coleman reported that the Parks and Recreation Committee had
<br />recommended this bill unfavorable, and as sponsor of the bill he made a motion to
<br />strike the bill, seconded by Council Member Luecke. The motion carried.
