REGULAR MEETING

<br />Be it remembered that the Common Council of the City of South Bend met in the Council
<br />Chambers of the County -City Building on Monday, April 10, 1995, at 7:00 p.m. The
<br />meeting was called to order and the Pledge to the Flag was given.
<br />ROLL CALL Present: Council Members Luecke, Washington, Kelly,
<br />Puzzello, Zakrzewski, Coleman, Duda, and Ladewski
<br />Absent: Council Member Slavinskas
<br />REPORT FROM THE SUB - COMMITTEE ON MINUTES
<br />To the Common Council of the City of South Bend:
<br />The sub - committee has inspected the minutes of the March 28, and April 10, 1995
<br />meetings of the Council and found them correct.
<br />Therefore, we recommend the same be approved.

<br />SPECIAL BUSINESS
<br />the minutes of the March 28, and April 10,
<br />seconded by Council Member Washington. The
<br />RESOLUTION NO. 2231 -95 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH
<br />BEND, INDIANA, REQUESTING THE UNITED STATES GOVERNMENT
<br />THROUGH THE POSTMASTER GENERAL TO ISSUE A COMMEMORATIVE
<br />STAMP HONORING THE RESCUE WORKERS, VICTIMS, AND THEIR
<br />FAMILIES OF THE OKLAHOMA CITY TRAGEDY.
<br />Whereas, the Common Council of the
<br />Americans throughout our great country, h
<br />Oklahoma City last month; and
<br />Whereas, the Council believes that a
<br />victims and their families but also to
<br />workers would be a small token of helping
<br />and
<br />City of South Bend, like the millions of
<br />ave been stunned by the tragedy occurring in
<br />sincere and fitting tribute not only to the
<br />the hundreds if not thousands of rescue
<br />Oklahoma City as well as our national heal;
<br />Whereas, the April 20, 1995, AP photo of an Oklahoma city Firefighter carrying
<br />one year old Baylee Almon epitomizes the heartfelt care, concern, and support of our
<br />Nation, as those affected begin to rebuild, regroup, and rededicate their individual
<br />lives as they begin to move forward in light of these devastating circumstances; and
<br />Whereas, the Common Council further believes that as a further sign of our
<br />Nation coming together as a fami.Ly, that appropriate legislation be considered which
<br />would earmark two cents of every such Commemorative Stamp depicting the AP photograph
<br />be earmarked into a non - reverting fund to assist the families of the victims and the
<br />families of the volunteers like Rebecca Anderson, a nurse who gave her life recusing
<br />victims from the Alfred Murray Federal Building in Downtown Oklahoma City.
<br />NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,
<br />INDIANA, as follows:
<br />SECTION I. The Common Council of the City of South Bend, Indiana, joins with the
<br />millions of Americans in paying our respects to the families of the victims of the
<br />Oklahoma City bombing and pays special tribute to the thousands of volunteers who
<br />have been involved and continue to be involved in the search and rescue efforts.
<br />SECTION II. The Common Council believes that the appropriate entities of the United
<br />States Federal Government should begin discussions on the issuance of a special
<br />Commemorative Stamp depicting the AP photo of a Oklahoma City Firefighter carrying
<br />Baylee Almon, with two cents of each such stamp sold being earmarked into a special
<br />non - reverting fund to assist =w«ilies of the victims and the volunteers who have been
<br />forever affected by this tragedy.
<br />SECTION III. The Common Council of the City of South Bend, Indiana, calls upon all
<br />Americans to unite together in assisting the City of Oklahoma and all of its
<br />residents in their own individual ways of helping them to move forward in rebuilding
<br />their lives as positively as possible in light of the circumstances.
<br />SECTION IV. This Resolution shall be in fuii L,rce and efrecu from and after its
<br />adoption by the Common Council and approval by the Mayor.
