Jefferson Boulevard <br />Presiding: Joseph Wroblewski South Bend, Indiana 46601 <br />President <br />The March 29, 1994 Special Meeting of the Redevelopment Authority was called to order at <br />4:32 p.m. by its President, Joseph Wroblewski. There was a quorum present. <br />1. ROLL CALL <br />Members Present: Mr. Joseph Wroblewski, President <br />Mr. Andre B. Gammage, Vice-President <br />Ms. Mary O. Ferlic, Secretary <br />Legal Counsel: Ms. Jenny Pitts Manier <br />Redevelopment Staff: Mrs . Ann Kolata, Director <br />Mrs. Cheryl Phipps, Recording Secretary <br />• 2. APPROVAL OF MINUTES <br />Upon a motion by Ms. Ferlic, seconded by Mr. Gammage and unanimously carried, <br />the Authority approved the Minutes of the Special Meeting of Tuesday, March 15, <br />1994. <br />3. NEW BUSINESS <br />a. Authority approval requested for Proposal from Baker & Daniels for <br />Professional Services related to 1990 Lease Rental Revenue Bonds (South <br />Bend Central Devel~ment Area Public Improvement Proiect) Refinancing. <br />Mrs. Kolata noted that the Authority is considering refinancing the 1990 Lease <br />Rental Revenue Bonds for the SBCDA Public Improvement Project. Although <br />we are not sure that the savings will be sufficient to warrant the refinancing at <br />this time, we need to hire bond counsel and a financial consultant to work with <br />us through it or until we decide to abandon the effort. Both Baker & Daniels <br />and Municipal Consultants have agreed to perform their services "at risk", <br />which means that we will only be charged for out-of-pocket expenses such as <br />copying, long distance calls, etc. Baker & Daniels has been the Authority's <br />bond counsel on all of the Authority's bonds. Baker & Daniels' fee will be <br />based on an hourly rate for time spent, but will not exceed $22,000. Mrs. <br />-1- <br />
