This Resolution does not affect any rights or liabilities accrued, penalties incurred, offenses committed, or(except as otherwise provided herein) proceedings begun before the effective date of this Resolution. 15. This Resolution replaces and supersedes Resolution 3606. 16. This Resolution shall be in full force and effect after its adoption by the Commission.
