The request for funding was submitted by Head Start <br />during the program year 1983, application process. At that time <br />the activity was considered ineligible for funding with CDBG <br />monies unless a waiver was approved by the Department of Housing <br />and Urban Development waiving the current regulations which <br />restrict assistance to public facilities. The waiver has been <br />received by the city thus allowing the funding of the activity. <br />The $7,250.00 would be used to move a portable classroom building <br />including foundation, electrical, and plumbing work. The building <br />to be located at 533 South Scott Street would then house the <br />Parents' Resource Center providing services such as: <br />1. to teach /improve sewing skills, <br />2. to teach /improve parents' knowledge <br />about child behavior and development, <br />3. to provide parents with a common <br />meeting place, and <br />4. to establish a library for use by <br />parents. <br />
