Mayor James Mueller proposes a board
consisting of 5 members: 2 members appointed by the police; 2 by the Mayor; and 1 member appointed
by the South Bend Common Council.
If enacted locally, this merit board will give the police increased power over hiring, firing, promoting, and
disciplining fellow officers.
