Mayor James Mueller proposes a board <br /> consisting of 5 members: 2 members appointed by the police; 2 by the Mayor; and 1 member appointed <br /> by the South Bend Common Council. <br /> If enacted locally, this merit board will give the police increased power over hiring, firing, promoting, and <br /> disciplining fellow officers. <br />
