ORDINANCE NO-.' a f X -3 <br />AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY <br />OF SOUTH BENDf INDIANA, AMENDING CHAPTER 2, <br />ARTICLE 1, SECTION 2 -10 OF THE MUNICIPAL CODE <br />OF THE CITY OF SOUTH-BEND BY THE INCLUSION OF <br />THE ZONING AND VACATIONS COMMITTEE AS' A STANDING <br />COMMITTEE <br />STATEMENT OF PURPOSE AND INTENT <br />The South Bend Common Council has had a special committee entitled <br />Zoning and Vacations operating for the. past several months. <br />In light of the change in the Indiana State law where it places <br />the final authorization with. the Common Council to vacate. any public <br />land, there is an increasing need to have this committee operate as a <br />regular standing committee of the Council.. <br />The following Bill formally recognizes the Zoning and Vacations <br />Committee as the ninth (9th. Standing Committee of the Council. The <br />Council believes that this amendment is in the interest of promoting <br />better efficiency of its Committee structure. <br />NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City <br />of South.Bend, Indiana, as follows; <br />SECTION I. Chapter 2, Article .l, Section 2 -10, shall be amended <br />in part to read as follows; <br />Sec. 2 -10 Standing Committees of Common Council; Titles and <br />Responsibilities.. <br />(a) There shall be- eArei-it - +�B +. nine (9) standing committees organized <br />within the City Council. Each. .committee, except the Council Rules <br />Committee, shall consist of not lens than two (2) Councilmen each and this <br />number shall cons.i.tute at least two-thirds (2/3) of the total membership <br />of each.standing committee. Councilmen shall be appointed as herein <br />provided by the President of the Common Council. Each committee, except <br />the Council Rules Committee, shall also have not less than one (1) citizen <br />member and at no time shall the number of citizen members constitute more <br />than one -third (1/3) of the total membership of each.standing committee. <br />(e) The- e}glt-48.} -nine (9)_ standing committees shall be as listed <br />below: <br />(1) Personnel and Finance <br />(:2) Council Rules <br />(3) Human Resources and Economic Development <br />(4) Parks and Recreation <br />(_5) Public Safety <br />(6) Public Works <br />(7) Residential Neighborhoods <br />(8) Utilities <br />(9) Zoning and Vacation <br />SECTION II.
