VOOR, ALLEN, FEDDER, HERENDEEN 8 KOWALS <br />October 19, 1983 <br />Members of the South Bend <br />Common Council <br />County -City Building <br />South Bend, IN 46601 <br />Re: Ordinance amending Chapter 2 of the South Bend Municipal Code, <br />by Adding a new Article 13, entitled Economic Development <br />Target Areas <br />Dear Councilmen: <br />The 1983 Indiana General Assembly amended a portion of the <br />Statutes dealing with the issuance of Industrial Revenue Bonds <br />pertaining to commercial and retail business ventures, and has <br />determined that the Economic Development Commission, by resolution, <br />and the Common Council of the Issuers, (City of South Bend), by <br />ordinance, must designate certain areas geographically in which <br />commercial and business industrial revenue bond issues would be <br />permissible. To continue further economic development, whether <br />commercial or retail, we have recommended the following target <br />areas for that purpose. <br />This ordinance establishes those areas where such development <br />woxrlTtpe contemplated for the future. <br />RespE'ctfully, <br />P.
