CITY OF SOUTH BEND OFFICE OF THE CITY CLERK <br /> Citizen Member Stacy Odom-Absent Citizen Member Jordan Giger-Aye <br /> Kari Myers, Zoning Specialist from the Department of Community Investment on the 14th floor <br /> of the County-City building, stated that this bill requests a special exception for restaurant use. <br /> She clarified that, following the last meeting,the focus is on ensuring the use remains more <br /> restaurant-oriented rather than overly commercial. This bill has been forwarded to the committee <br /> from the Board of Zoning Appeals with a favorable recommendation. <br /> Fabiola Garcia,petitioner at 623 South Olive Street, South Bend, IN 46619, stated that this space <br /> will be used to sell a variety of beverages, both cold and hot, as well as food items such as <br /> waffles and crepes. <br /> Committee Vice-Chair Ophelia Gooden-Rodgers asked the petitioner to reiterate what the <br /> restaurant will offer. <br /> Fabiola Garcia responded that the restaurant would function more as a coffee shop. <br /> Committee Member Sheila Niezgodski expressed that these healthy food options are a valuable <br /> addition to the local neighborhood, and she is pleased to see the initiative succeed. <br /> Committee Member White noted that the space was previously used for retail and asked if the <br /> petitioners plan to utilize the entire building. <br /> Fabiola Garcia confirmed that they intend to use the entire building. <br /> Committee Chair Davis held the public hearing, and nobody spoke. <br /> Committee Member Niezgodski motioned to send Substitute Bill No. 38-24 to the Committee of <br /> the Whole with a favorable recommendation, which was seconded by Committee Member White <br /> and carried by a vote of five (5) ayes with one (1) committee member absent. <br /> Committee Chair Dr. Oliver Davis -Aye Committee Vice Chair Ophelia Gooden Rodgers—Aye <br /> Committee Member Sheila Niezgodski -Aye Committee Member Karen White -Aye <br /> Citizen Member Stacy Odom-Absent Citizen Member Jordan Giger-Aye <br /> Bill No. 42-24—Amending Zoning Ordinance for Property Located at 829 South 27'h <br /> Street <br /> Skip Morrell, Principal Development Planner on the 14th floor of the County-City building, <br /> stated that further discussions are needed with the petitioner to clarify the details of this bill <br /> before it is presented to the committee. <br /> Committee Chair Warner held the public hearing, and nobody spoke. <br /> Committee Member White motioned to table Bill No. 52-24 to the Zoning and Annexation <br /> committee meeting on October 28, 2024, which was seconded by Committee Vice-Chair <br /> Gooden-Rodgers and carried by a vote of five (5) ayes with one (1) committee member absent. <br /> EXCELLENCE ACCOUNTABILITY INNOVATION INCLUSION EMPOWERMENT <br /> 455 County-City Building 227 W.Jefferson Blvd. South Bend,Indiana 46601 p.574.235.9221 f.574.235.9173 www.southbendin.gov <br />
