REGULAR MEETING SEPTEMBER 23, 1996 <br />Now, therefore, be it ordained by the Common Council of the <br />City of South Bend, Indiana, as follows: <br />Section I. On behalf of all of the residents of the City of <br />South Bend, Indiana, the south Bend Common Council publicly <br />commends the 1996 IMPALAS Championship Soccer Team, their <br />coaches, the C.O.P.E. Coordinator and staff, and the South Bend <br />Housing Authority for being examples of positive police -youth <br />resident interaction. <br />Section II. The South Bend Common Council believes that each of <br />the IMPALAS and C.O.P.E. officials, through their enthusiasm and <br />self - discipline, enhance the quality of their own individual <br />lives and our entire community. <br />Section III. The South Bend Common Council wishes each of the <br />IMPALA players continued success as they continue to be role <br />models to their peers both on and off the soccer field. <br />Section IV. Kernan, Mayor <br />A public hearing was held on the resolution at this time. <br />Council Member Pfeifer made the presentation for the resolution. <br />She read the resolution and presented copies to the soccer team. <br />Frank Alford, director of the South Bend Housing Authority, <br />indicated they were very proud of the C.O.P.E. Program and what <br />it has accomplished. He reported they took the team to <br />Washington D.C. and the White House; and they met with the <br />director of HUD. Jim Clark, police officer, spoke in favor of <br />this resolution. He thanked Chief Gunn for this help on this <br />program. Council Member Luecke made a motion to adopt this <br />resolution, seconded by Council Member Washington. The <br />resolution was adopted by a roll call vote of seven ayes. <br />REPORT OF CITY OFFICES <br />Lynn Coleman, police division chief, reported on the Summer Youth <br />Recreation Program. He indicated they appreciated the help <br />received from Community and Economic Development, as well as the <br />City Council in making this program a success. He noted there <br />were six different sites throughout the community, and we had a <br />police officer and a citizen employee at each site to work with <br />the youth. He indicated they have spent right at $60,000 and <br />plan to have a couple more events before the end of the year. <br />Council Member Luecke made a motion to resolve into the Committee <br />of the Whole, seconded by Council Member Coleman.
