White—Aye Councilmember Rachel Tomas Morgan—Aye 49-24 PUBLIC HEARING ON AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, APPROPRIATING ADDITIONAL FUNDS FOR CERTAIN DEPARTMENTAL AND CITY SERVICES OPERATIONS FOR THE YEAR 2024 OF $90,000 FROM THE GENERAL FUND (#101), $70,000 FROM THE PARKS AND RECREATION FUND (#201), $343,000 FROM THE MOTOR VEHICLE HIGHWAY FUND (#202), $2,868,630 FROM THE DEPARTMENT OF COMMUNITY INVESTMENTS GRANTS FUND (#212), $3,501,690 FROM THE LOCAL INCOME TAX — PUBLIC SAFETY FUND (#249), $615,000 FROM THE IT/INNOVATION/311 CALL CENTER FUND (#279), $200,000 FROM THE WATER WORKS OPERATIONS FUND (#620), $2,000,000 FROM THE WATER WORKS CAPITAL FUND (#622), $61,500 FROM THE SEWAGE WORKS OPERATIONS FUND (#641), $339,365 FROM THE CENTURY CENTER OPERATIONS FUND (#670), AND $20,000 FROM THE SELF-FUNDED EMPLOYEE BENEFITS FUND (#711). Clerk Tirado read the bill to the Council for its second (2"d) reading. After the second (2"d)reading, Councilmember Lee requested the committee report. Council Vice President Niezgodski stated that Bill No. 49-24 went before the Personnel and Finance Committee and comes with a favorable recommendation. Councilmember Lee requested that the petitioner(s) state their name and address and share key points before the Council. Kyle Willis, City Controller, with offices on the 12th floor of the County-City Building, stated that the Department of Community Investment's Grants Fund will have a transfer of one million dollars ($1,000,000) to fund new homeownership and home repair programs, and an allocation of one million, eight hundred and sixty-seven thousand, seven hundred and thirty dollars($1,867,730)for the Urban Canopy Program.Three million five hundred and one thousand, six hundred and ninety dollars ($3,501,690) from the Local Income Tax-Public Safety Fund will be used to pay the Police and Fire Department's salaries. Two hundred thousand dollars ($200,000) from the Water Works Operations Fund will be implemented in the Water Works Facilities Plan. Councilmember Lee held the public hearing, and nobody spoke. Councilmember White motioned to send Bill No. 49-24 to the Full Council with a favorable recommendation, which was seconded by Council President McBride and carried by a vote of eight (8) ayes with one (1) Councilmember absent.
