JOSEPH COUNTY <br />Phone: 574/235.9371 Fax: 574/235.9021 Email: hpcsbsjc@southbendin.gov <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: October 21, 2024 <br />Application Number: 2024-1007 <br />Property Location: 215 East Bronson <br />Architectural Style/Date/Architect or Builder: <br />American Foursquare / c. 1910 <br />Property Owner: BINGO PROPERTIES LLC <br />Landmark or District Designation: Taylor’s Field LHD, <br />Ordinance #8952-98 <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/SITE: This is a two story plus attic american foursquare with wood clap- <br />board siding covered with vinyl siding, asohalt shingle roof, 1/1 wood windows. <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br />1) Replace 24 windows with Jeld-Wen vinyl windows. <br />2) Replace 3 exterior doors with Mastercraft 6 panel steel doors. (Front door to include single arched lite) <br />STANDARDS AND GUIDELINES: <br />Windows: Pages 29-32. <br />Doors: 10-11. <br />SITE VISIT REPORT: Historic Preservation Administrator Ross Van Overberghe and Historic Preservation <br />Specialist Kate Himick were able to inspect the windows on October 3, 2024. 12 windows are missing sashes or <br />have sashes more than 50% deteriorated; 9 windows are intact; 3 windows need glass; and 3 windows are vinyl <br />replacement. The front door is not original and is deteriorated beyond repair. The rear door is intact. The side door <br />was not visible at the time of inspection. <br /> <br />STAFF RECOMMENDATION: More than 50% of the windows are gone or damaged or have been replaced <br />by vinyl. This house would benefit from new windows and doors bringing life back to a property on a d block with <br />3 vacant and boarded homes. Staff make an UNFAVORABLE RECOMMENDATION for vinyl replacement <br />windows. <br />Staff make a FAVORABLE RECOMMENDATION for aluminum clad wood windows and doors as proposed. <br />Intact windows shall be removed and donated or saved on the premises. <br />Prepared by <br />Ross Van Overberghe, Historic Preservation Administrator.
