REGULAR MEETING

<br />Be it remembered that the Common Council of the City of South
<br />Bend met in the Council Chambers of the County -City Building on
<br />Monday, September 8, 1997, at 7:00 p.m. The meeting was called
<br />to order and the Pledge to the Flag was given.

<br />REPORT FROM THE SUB - COMMITTEE ON MINUTES
<br />To the Common Council of the City of South Bend:
<br />The sub - committee has inspected the minutes of the August 25,
<br />meetings of the Council and found them correct.
<br />Therefore, we recommend the same be approved.

<br />Council Member Coleman made a motion that the minutes of the
<br />August 25, 1997, meeting be accepted and placed on file, seconded
<br />by Council Member Hosinski. The motion carried.
<br />SPECIAL BUSINESS
<br />RESOLUTION NO. 2505 -97 A RESOLUTION OF THE COMMON COUNCIL OF
<br />THE CITY OF SOUTH BEND HONORING THE LIFE
<br />AND MEMORY OF CORPORAL PAUL RICHARD
<br />DEGUCH
<br />Whereas, in our nation's capital, the following words are
<br />meticulously engraved into the marble and granite wall of the
<br />Police Officers' Memorial: "Remember not how this officer died,
<br />but rather how he lived his life "; and
<br />Whereas, in keeping with the message, the Common Council of
<br />the City of South Bend, Indiana, is indeed humbled to honor the
<br />life and memory of Corporal Paul Richard Deguch, PIN # 454, who
<br />become the thirteenth South Bend Police Officer since 1896, to be
<br />called in the line of duty while serving and protecting the
<br />residents and property of our community; and
<br />Whereas, Paul Richard Deguch was born to Lucy and Richard
<br />Deguch, and was raised in South Bend along with his sister
<br />SueAnn, and his brother Chris, in a home which embraced the home-
<br />grown virtues of family, faith, respect, commitment, service,
<br />professional excellence, and integrity; and
<br />Whereas, on the 27th day of April, 1991, Paul and Annette
<br />celebrated before family and friends the vow of Holy Matrimony of
<br />the Roman Catholic Church and thereafter began their own family
<br />with their children David, Theo and Mackienzie being the focus of
<br />their lives together; and
<br />Whereas, on the 23rd day of November, 1992, Paul Richard
<br />Deguch raised his right hand before the Board of Public Safety
<br />and solemnly swore "upon becoming a Police Officer to at all
<br />times..act promptly with energy, firmness and decision in the
<br />line of duty" as part of the South Bend Police Department's oath,
<br />and was promoted to the rank of Corporal on November 23, 1995 in
<br />the most demanding and challenging profession in a free society
<br />today; and
<br />Whereas, in March of 1997, this exemplary uniformed police
<br />
