REGULAR MINUTES JUNE 23, 1997 BEND, INDIANA, APPROPRIATING EIGHT HUNDRED FOUR THOUSAND DOLLARS ($804,000) FROM THE GENERAL FUND This being the time heretofore set for public hearing on the above bill, proponents and opponents were given an opportunity to be heard. Council Member Coleman reported that the Personnel and Finance Committee had met on this bill and recommended it to the Council favorable. Cathy Roemer, City Controller, made the presentation for the bill. She indicated this money is being appropriated to cover various contracts that must be let prior to the receipt of bond proceeds, and any moneys spent will be reimbursed from the proceeds of the bonds. Council Member Hosinski made a motion to recommend this bill to the Council favorable, seconded by Council Member Sniadecki. The motion carried. BILL NO. 54 -97 A BILL APPROPRIATING $41,210.00 FROM THE MORRIS CIVIC AUDITORIUM IMPROVEMENT FUND FOR THE PURPOSE OF PERFORMING VARIOUS REPAIRS AT THE MORRIS CIVIC AUDITORIUM This being the time heretofore set for public hearing on the above bill, proponents and opponents were given an opportunity to be heard. Council Member Coleman reported that the Personnel and Finance Committee had met on this bill and recommended it to the Council favorable. Cleo Hickey, director of the Morris Civic, made the presentation for the bill. She indicted this appropriation would provide for various improvement to the Morris, such as; front heater equipment, boiler and a/c repairs, roof repairs, stage and backstage repairs, and a construction manager. She indicated these moneys will come from their improvement fund. Council Member Hosinski made a motion to recommend this bill to the Council favorable, seconded by Council Member Sniadecki. The motion carried. BILL NO. 55 -97 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA APPROPRIATING SIXTY THOUSAND DOLLARS ($60,000) FROM THE ECONOMIC DEVELOPMENT STATE GRANT FUND (FUND 210) This being the time heretofore set for public hearing on the above bill, proponents and opponents were given an opportunity to be heard. Council Member Broden reported that the Economic Development Committee had met on this bill and recommended it to the Council favorable. Ann Kolata, director of Redevelopment, made the presentation for the bill. She indicated this bill would appropriate $60,000 from a state grant for expenses related to conducting a feasibility study for redevelopment of the former Oliver Plow Works. Council Member Broden made a motion to recommend this to the Council favorable, seconded by Council Member Kelly. The motion carried. BILL NO. 56 -97 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, APPROVING PARKING RATES FOR PARKING GARAGES OPERATED BY THE BOARD OF PUBLIC WORKS OF THE CITY OF SOUTH BEND, INDIANA This being the time heretofore set for public hearing on the above bill, proponents and opponents were given an opportunity to be heard. Council Member Coleman reported that the Personnel and Finance Committee had met on this bill and recommended it to the Council favorable. Council Member Kelly made a motion to accept the substitute bill on file with the City Clerk, seconded by Council Member Aranowski. The motion carried. She indicated this bill would allow for a change in the rate structure for the municipal parking garages, in order to alleviate the loss of parking spaces, because of the Leighton Plaza Project. She reported that this bill would give free parking in the City garages for less than two hours. Council
