REGULAR MEETING <br />JANUARY 13, 1997 <br />Council Member Pfeifer made a motion to continue this bill <br />indefinitely at the request of the petitioner, seconded by <br />Council Member Kelly. The motion carried. <br />BILL NO. 107 -96 A BILL OF THE COMMON COUNCIL OF THE CITY OF <br />SOUTH BEND, INDIANA, CLOSING THE ABANDONED <br />VEHICLE FUND AND UNSAFE BUILDING FUND OF THE <br />CITY OF SOUTH BEND AND TRANSFERRING THE <br />BALANCES THEREIN TO THE GENERAL FUND OF THE <br />CITY OF SOUTH BEND <br />This being the time heretofore set for public hearing on the <br />above bill, proponents and opponents were given an opportunity to <br />be heard. Council Member Coleman reported that the Personnel and <br />Finance Committee had met on this bill and recommended it to the <br />Council favorable Jeff Rinard, Deputy Controller, made the <br />presentation for the resolution. He indicated State Board had <br />informed them it was not necessary to maintain separate Abandoned <br />Vehicle Fund and Unsafe Building Fund and recommended these funds <br />be closed. He reported this bill closes these funds. Council <br />Member Kelly made a motion to recommend this bill to the Council <br />favorable, seconded by Council Member Pfeifer. The motion <br />carried. <br />BILL NO. 110 -96 A BILL OF THE COMMON COUNCIL OF THE CITY OF <br />SOUTH BEND, INDIANA, AMENDING CHAPTER 2, <br />ARTICLE 14 OF THE SOUTH BEND MUNICIPAL CODE <br />BY THE ADDITION OF NEW SECTION 2 -170.6 <br />ENTITLED "RECREATION DEPARTMENT NON - REVERTING <br />FUND" <br />This being the time heretofore set for public hearing on the <br />above bill, proponents and opponents were given an opportunity to <br />be heard. Council Member Coleman reported that the Personnel and <br />Finance Committee had met on this bill and recommended it to the <br />Council favorable. Bill Carleton, fiscal officer for the Park <br />Department, made the presentation for the bill. He indicated <br />this bill creates a non - reverting fund for income and expenses <br />relating to certain self - supporting programs and activities <br />conducted by the Recreation Department. Susan O'Conner, director <br />of the Recreation Department, indicated she was available to <br />answer questions. Council Member Pfeifer made a motion to <br />recommend this bill to the Council favorable, seconded by Council <br />Member Broden. The motion carried. <br />BILL NO. 111 -96 A BILL APPROPRIATING $37,162.00, INCLUDING <br />$25,231.00 IN RENTAL REHAB FUNDS TO THE ST. <br />JOSEPH COUNTY HOUSING CONSORTIUM FOR HOUSING <br />PROJECT <br />This being the time heretofore set for public hearing on the <br />above bill, proponents and opponents were given an opportunity to <br />be heard. Council Member Sniadecki reported that the Community <br />and Economic Development Committee had met on this bill and <br />recommended it to the Council favorable. Beth Leonard, director <br />of Financial and Program Management, made the presentation for <br />the bill. She indicated these funds will be used for the rental <br />rehab account and St. Joseph Housing Consortium Account. Council <br />Member Pfeifer made a motion to recommend this bill to the <br />Council favorable, seconded by Council Member Kelly. The motion <br />carried. <br />BILL NO. 112 -96 A BILL APPROPRIATING $130,000.00 WITHIN THE <br />U.D.A.G. FUND OF THE DEPARTMENT OF ECONOMIC <br />DEVELOPMENT FOR THE PURPOSE OF PROVIDING <br />ADMINISTRATIVE SUPPORT TO THE DEPARTMENT OF <br />COMMUNITY AND ECONOMIC DEVELOPMENT FOR <br />PROGRAM YEAR 1997 BEGINNING JANUARY 1, 1997 <br />
