REGULAR MEETING DECEMBER 14, 1998 <br />curbside recycling program. He advised the Council that in an <br />effort to save the citizens of our community some dollars the <br />City has offered to bill the cost through our water work's <br />billing process. We will pay $1.76 per month, and charge $1.97. <br />Joyce Boaler, a South Bend resident, spoke in opposition to this <br />bill. She indicated she was against enforced recycling, and not <br />giving seniors a discount is discrimination. Barbara Brownell, <br />1407 Sunnymede, indicated senior citizens should be given a <br />discount since they generate a small amounts of trash. Council <br />Member Coleman made a motion to recommend this bill to the <br />Council favorable, seconded by Council Member Kelly. The motion <br />carried. <br />BILL NO. 95 -98 A BILL APPROPRIATING $60,000 FROM THE <br />ECONOMIC DEVELOPMENT STATE GRANT FUND FOR THE <br />PURPOSE OF ASSISTING IN THE FINANCING OF THE <br />SOUTH BEND BREWERY IN THE EAST RACE AREA OF <br />SOUTH BEND <br />Council Member Coleman made a motion to accept the substitute <br />bill on file with the City Clerk, seconded by Council Member <br />Aranowski. The motion carried. Council Member Hosinski <br />indicated that the South Bend Brewery has asked that his matter <br />be continued until January 11. Beth Leonard, Economic <br />Development, made the recommendation that the bill be continued, <br />since they are the petitioner. Council Member Coleman made a <br />motion to continue, seconded by Council Member Aranowski. The <br />motion carried. <br />BILL NO. 96 -98 A BILL APPROPRIATING $138,000 RECEIVED FROM <br />THE U.S. DEPARTMENT OF HOUSING AND URBAN <br />DEVELOPMENT'S EMERGENCY SHELTER GRANT PROGRAM <br />This being the time heretofore set for public hearing on the <br />above bill, proponents and opponents were given an opportunity to <br />be heard. Council Member Kelly reported that the Community and <br />Economic Development Committee had met on this bill and <br />recommended it to the Council favorable. Beth Leonard, director <br />of Financial & Program Management, made the presentation for the <br />bill. She reported that this bill will appropriate Emergency <br />Shelter Grant entitlement funds to be received by the City for <br />1999. Council Member Coleman made a motion to recommend this <br />bill to the Council favorable, seconded by Council Member <br />Aranowski. The motion carried. <br />BILL NO. 109 -98 A BILL INCREASING APPROPRIATIONS AND <br />DECREASING APPROPRIATIONS WITHIN THE VARIOUS <br />DEPARTMENTS WITHIN THE VARIOUS FUNDS OF THE <br />CITY OF SOUTH BEND, INDIANA, FOR THE YEAR <br />1998 <br />This being the time heretofore set for public hearing on the <br />above bill, proponents and opponents were given an opportunity to <br />be heard. Council Member Varner reported that the Personnel and <br />Finance Committee had met on this bill and recommended it to the <br />Council favorable. Cathy Roemer, City Controller, made the <br />presentation for the resolution. She indicated this was an <br />appropriation that this done annually at year -end. She explained <br />to the Council the difference between an appropriation and a <br />transfer. Council Member Aranowski made a motion to recommend <br />this bill to the Council favorable, seconded by Council Member <br />Coleman.
