REGULAR MEETING NOVEMBER 23, 1998 <br />SOUTH BEND, INDIANA, AMENDING CHAPTER 20, <br />ARTICLE 6, SECTION 20 -72 ENTITLED "METHOD OF <br />PARKING; PARALLEL AND ANGLE PARKING" OF THE <br />SOUTH BEND MUNICIPAL CODE <br />This being the time heretofore set for public hearing on the <br />above bill, proponents and opponents were given an opportunity to <br />be heard. Council Member Varner reported that the Public Works <br />and Property Vacation Committee had met on this bill and <br />recommended it to the Council favorable. Council Member Coleman <br />made the presentation for the bill. He reported that State law <br />has changed to allow motorcycles to parallel and angle park, <br />which would make it safer for cyclist. He offered the bill for <br />the Council's consideration. Jim Dodge, 7551 W. Main, <br />Littersport, IN, a member of ABATE of Indiana, spoke in favor of <br />this bill. He asked for the Council's approval of angle parking. <br />Council Member Aranowski made a motion to recommend this bill to <br />the Council favorable, seconded by Council Member Hosinski. The <br />motion carried. <br />BILL NO. 101 -98 PUBLIC HEARING ON A BILL OF THE COMMON <br />COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br />AMENDING ARTICLE 2 OF CHAPTER 17 OF THE SOUTH <br />BEND MUNICIPAL CODE RELATING TO PRETREATMENT <br />REQUIREMENTS FOR THE USE OF THE PUBLIC SEWERS <br />This being the time heretofore set for public hearing on the <br />above bill, proponents and opponents were given an opportunity to <br />be heard. Council Member Sniadecki reported that the Utilities <br />Committee had met on this bill and recommended it to the Council <br />favorable. Ken Zmudzinski, Environmental Services, made the <br />presentation for the bill. He advised it was a Federal <br />requirement that we run this program. He informed the Council <br />that this will make us more compliant with Federal regulations, <br />as well as make us in line with our neighboring communities. <br />Nancy Norton, of Imagineering Enterprises. 1302 W. Sample, <br />indicated there should be a grace period extended before this <br />bill was put into effect, and suggested that the City could help <br />with the testing. Council Member Hosinski made a motion to <br />recommend this bill to the Council favorable, seconded by Council <br />Member Sniadecki. The motion carried. <br />BILL NO. 102 -98 A BILL OF THE CITY OF SOUTH BEND, INDIANA, <br />COMMON COUNCIL APPROVING AND AUTHORIZING THE <br />EXECUTION OF A LEASE FOR THE CONSTRUCTION AND <br />EQUIPPING OF A NEW FIRE STATION AND THE <br />CONSTRUCTION OF A NEW ROOF FOR THE CITY'S <br />MUNICIPAL SERVICES BUILDING AND REGARDING <br />CERTAIN RELATED MATTERS <br />This being the time heretofore set for public hearing on the <br />above bill, proponents and opponents were given an opportunity to <br />be heard. Council Member Pfeifer made a motion to accept the <br />substitute bill on file with the City Clerk, seconded by Council <br />Member Varner. The motion carried. Council Member Varner <br />reported that the Personnel and Financed Committee had met on <br />this bill and recommended it to the Council favorable. Tom <br />Skarbek, director of budgeting, made the presentation for the <br />bill. He informed the Council that this bill would allow the <br />City to enter into a lease agreement for the construction and <br />equipping of a fire station and new roof for the MSF Building. <br />Council Member Hosinski made a motion to recommend this bill to <br />the Council favorable, as amended, seconded by Council Member <br />Sniadecki.
