REGULAR MEETING NOVEMBER 8, 1999 <br />petitioner is requesting a zone change from "E" Heavy Industrial, "F" Height and Area to "A <br />Residential, "A" Height and Area to allow single - family homes. He noted that the property is <br />currently vacant and access to the site is from Calvert Street. The total site to be rezoned is 3.6 acres. <br />Additionally, based on information available to the Area Plan staff prior to their Public Hearing they <br />recommended that this petition be sent to the Council with a favorable recommendation. The <br />development of these lots as single family homes would be an extension of the existing residential <br />development to the east. Also, the Area Plan Commission at its Public Hearing held on October 19, <br />1999, sends this petition to the Council with a favorable recommendation. <br />Mr. Michael E. Urbanski, 17874 State Road 23, South Bend, Indiana, made the presentation for this <br />rezoning. <br />Mr. Urbanski informed the Council that this is a continuation of the Meade Street single family <br />dwellings. He noted that all the lots along Calvert Street were zoned residential. However, when <br />the New Energy Plant went in they took that whole area in as industrial. Mr. Urbanski noted that <br />there are about eight (8) residences in that area that are zoned industrial. This development is a <br />continuation of a previous project and will consist of nineteen (19) single family residences. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in opposition to this <br />bill, Councilmember Aranowski made a motion for favorable recommendation to full Council <br />concerning this bill. Councilmember Ujdak seconded the motion which carried by a voice vote of <br />six (6) ayes. <br />BILL NO. 78 -99 A BILL AMENDING THE ZONING ORDINANCE FOR <br />PROPERTY LOCATED AT 2313 W. EWING IN THE <br />CITY OF SOUTH BEND, INDIANA <br />Councilmember Hosinski reported that the Zoning & Annexation Committee met on this bill and <br />sends it to the Council with a favorable recommendation. <br />Mr. John Byorni, Assistant Director, Area Plan Commission, Room 1140 County -City Building, <br />South Bend, Indiana, presented the report from the Commission. Mr. Byomi advised that the <br />petitioner is requesting a zone change from "D" Light Industrial, `B" Height and Area to "A" <br />Residential, "A" Height and Area to allow a single family home. He noted that the property is <br />currently vacant and access to the site is from Ewing Avenue and Olive Street. The total site to be <br />rezoned is sixteen thousand seven hundred eighteen (16,718) square feet. Mr. Byorni noted that a <br />site plan is not required for zonings to "A" Residential. <br />Mr. Byomi further advised that based on information available to the Area Plan staff prior to the <br />public hearing, they send this bill to the Council with a favorable recommendation. This property <br />is between two (2) residential areas. The use of this property for one single family home would have <br />no negative impact on the surrounding uses. Additionally, the Area Plan Commission, based on <br />their Public Hearing held on October 19, 1999, sends this bill to the Council with a favorable <br />recommendation. <br />Mr. Jerry Zock, 2311 Highland Avenue, South Bend, Indiana, Petitioner, made the presentation for <br />this bill. <br />Mr. Zock informed the Council that the area that he wishes to build on is zoned light industrial. It <br />is heavily wooded and hilly and in order to use it for that purpose some of the land and trees would <br />have to be removed. He noted that he intends to leave the lot in its present condition and will build <br />a residential structure. He further noted that the neighbors have indicated that they would like to see <br />this happen. <br />1 <br />
