SPECIAL MEETING <br />AUGUST 30, 1999 <br />BILL NO. 73 -99 A BILL OF THE COMMON COUNCIL OF THE CITY <br />OF SOUTH BEND APPROPRIATING MONIES FOR <br />THE PURPOSE OF DEFRAYING THE EXPENSES OF <br />THE DESIGNATED ENTERPRISE FUNDS OF THE <br />CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL <br />YEAR BEGINNING JANUARY 1, 2000, AND ENDING <br />DECEMBER 31, 2000, INCLUDING ALL <br />OUTSTANDING CLAIMS AND OBLIGATIONS, AND <br />FIXING A TIME WHEN THE SAME SHALL TAKE <br />EFFECT <br />This bill had first reading. Councilmember Kelly made a motion to refer this bill to the <br />Personnel and Finance Committee and set it for Second Reading and Public Hearing on <br />September 14, 1999 and Third Reading on September 27, 1999. Councilmember Varner <br />seconded the motion which carried by a voice vote of eight (8) ayes. <br />BILL NO. 74 -99 A BILL FIXING MAXIMUM SALARIES, AND WAGES <br />OF APPOINTED OFFICERS AND NON - BARGAINING <br />EMPLOYEES OF THE CITY OF SOUTH BEND, <br />INDIANA, FOR THE CALENDAR YEAR 2000 <br />This bill had first reading. <br />Councilmember Pfeifer made a motion to refer this bill to the Personnel and Finance Committee <br />and set it for Second Reading and Public Hearing on September 14, 1999 and Third Reading on <br />September 27, 1999. Councilmember Varner seconded the motion. <br />After discussion, it was determined that this bill could receive Second Reading, Public Hearing <br />and Third Reading on the same date as the thirty (30) day advertising requirement does not apply <br />to this type of bill. Therefore, Councilmember Pfeifer withdrew her original motion and offered <br />a substitute motion which was to refer this bill to the Personnel and Finance Committee and set it <br />for Second Reading, Public Hearing and Third Reading on September 27, 1999. Councilmember <br />Varner seconded the motion which carried by a voice vote of eight (8) ayes. <br />BILL NO. 75 -99 A BILL OF THE COMMON COUNCIL OF THE CITY <br />OF SOUTH BEND, INDIANA, SETTING THE ANNUAL <br />SALARIES FOR THE MAYOR AND FOR THE CITY <br />CLERK FOR CALENDAR YEAR 2000 <br />This bill had first reading: Councilmember Varner made a motion to refer this bill to the <br />Personnel and Finance Committee and set it for Second Reading, Public Hearing and Third <br />Reading on October 11, 1999. Councilmember Pfeifer seconded the motion which carried by a <br />voice vote of eight (8) ayes. <br />UNFINISHED BUSINESS <br />PUBLIC HEARING FOR BILL NO. 59 -99 <br />Council President Coleman noted that the Council originally scheduled Bill No. 59 -99, regarding <br />the salary for Common Council members, for Public Hearing and Third Reading on September <br />27, 1999. However, because of the required time frame and since the deadline has past for the <br />publication of this bill he entertained a motion to continue Bill No. 59 -99 until October 11, 1999. <br />Therefore, Councilmember King made a motion to continue Bill. No. 59 -99 until the regularly <br />schedule meeting of the Council to be held on October 11, 1999. Councilmember Aranowski <br />seconded the motion which carried by a voice vote of eight (8) ayes. <br />1 <br />i <br />1 <br />
