JOSEPH COUNTY <br />Phone: 574/235.9371 Fax: 574/235.9021 Email: hpcsbsjc@southbendin.gov <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: August 12, 2024 <br />Application Number: 2024-0725 <br />Property Location: 820 Ashland Avenue <br />Architectural Style/Date/Architect or Builder: <br />Queen Anne / 1906 <br />Property Owner: Lance & Emma Miller <br />Landmark or District Designation: Chapin Park LHD, <br />Ordinance #9575-05 <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/SITE: This is a 2 story plus attic Queen Anne with irregular plan on brick <br />foundation. Vinyl siding and replacement windows on front in a 1/1 configuration. <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br />Replace 8 windows (6 vinyl replacement and 2 wood double hung) with Renewal by Anderson Fibrex replacement <br />windows. <br />STANDARDS AND GUIDELINES: <br />Windows: 19-21. <br />SITE VISIT REPORT: Historic Preservation Administrator Ross Van Overberghe was able to inspect the exist- <br />ing windows during a site visit on 8-9-24. Two (2) original wood double hung windows are on the north and east <br />facades of the home. One is operable with intact ropes. The other had broken ropes. Both windows have t-tracks. <br />The 6 vinyl windows are of average operating condition with normal wear for their age. Administrator Van Over- <br />berghe also observed that 5 windows on the first floor front facade of the house had been replaced with vinyl win- <br />dows since a site visit in 2021, without a COA. <br />STAFF RECOMMENDATION: Due to the previous replacement of all but 2 windows in the house, and the <br />placement of the remaining two original windows being not visible from the street, it is favorable for all windows in <br />the house to match. The original windows shall be retained on site as a reference in the event that a future property <br />owner wishes to return to the home to original wood windows.
