According <br />to data based upon a survey in 1982, South Bend ranked <br />fourth from the bottom, out of eighty -nine reporting <br />municipalities throughout the Nation, in terms of <br />what it pays the City Clerk. It has also been shown <br />that South Bend ranks second from the bottom out of <br />nineteen Midwest cities with regard to the salary it <br />pays for the services of the City Clerk. The proposed <br />salary for 1985 is still more than 10% below the <br />average salary paid to city clerks in other midwestern <br />municipalities of our size. In addition, the 1985 <br />proposed salary is still more than 35% less than what <br />it would need to be in order to purchase the same <br />amount of goods and services that the clerk's salary <br />of $12,000 purchased in 1968. <br />JOHN VORDE Those of us who work closely with the <br />At Large office realize the tremendous amount <br />KATHLEEN CEKANSKI- FARRAND required by the job and have gained a <br />Council Attorney for the expertise that is necessary t <br />legal aspects of the Clerk's job. <br />City Clerk's <br />of responsibility <br />n appreciation <br />o fulfill the <br />This bill begins the process of bringing the the City <br />Clerk's salary into parity with the salaries of other <br />City Clerks in midwestern cities, and more importantly, <br />with department heads within our own City. As-is the <br />case in some areas, the unrealistically low salary of <br />the City Clerk is causing salary compression with <br />some of the staff working under the Clerk coming very <br />close in salary. <br />
