INTER-OFFICE MEMORANDUM

DEPARTMENT OF PUBLIC WORKS
DIVISION OF ENGINEERING

TO: Theresa Heffner, Clerk
Board of Public Works
FROM: Patrick Sherman
SUBJECT: Four Winds Field Phase 1 Early Release Work
PR-00034856
DATE: 07/18/2024
Greetings,

The City, with Larson Danielson as their chosen CMc representative, opened bids for Phase 1 of
the Four Winds Field Renovation and Expansion project on June 7th, 2024. Some of the work
packages, particularly the MEP packages, came in well above the expected budget. The City is
working with our consultants and CMc to do some rescoping around the MEP packages to simplify
them and make them more attractive to bidders so that they can be re-bid to bring the project
within budget. These packages will be combined with the Phase 3 bid which should also create
bidding efficiencies.

The City would like to approve the list of the bid packages therein that came in within the expected
budget to guarantee the pricing for them as well as provide the contractor with important portions
that they can move forward on to ensure the project schedule that we need. This Early Release
Work amendment, through the AIA G735 contract, will give the contractor the opportunity to begin
work and shop drawings on critical path items like steel and roofing.

Following this Early Release Work, the other amendments for Phase 2 and Phase 3 will come to
the Board for approval in the future. These three portions will be considered as one Guaranteed
Maximum Price for the full project.

Please let me know if you have any questions. Thank you.

Patrick Sherman
