<br />INTER-OFFICE MEMORANDUM <br /> <br /> DEPARTMENT OF PUBLIC WORKS <br /> DIVISION OF ENGINEERING <br /> <br /> <br />TO: Theresa Heffner, Board Clerk <br />Board of Public Works <br />FROM: Gemma Stanton, Project Engineer <br />SUBJECT: Award Project No. 124-009 (All Divisions) <br />2024 Curb and Sidewalk <br />DATE: July 15, 2024 <br />On July 15, 2024, the Board of Public Works opened and read bids for the above project. I have <br />reviewed them and found the tabulations correct. The bidders are summarized as follows: <br /> <br />Premium <br />Concrete <br />Services <br />Milestone <br />Contractors <br />North <br />Owl Creek <br />Construction Rieth-Riley <br />Selge <br />Construction <br />Division 1 $220,966.00 $207,011.50 $210,759.60 $196,497.46 $192,698.60 <br />Division 2 $252,169.00 $246,100.00 $240,822.41 $200,780.20 <br />Division 3 $163,012.00 $180,403.10 $151,497.50 $161,144.49 $157,024.25 <br />Division 4 $73,451.00 $107,139.60 $59,973.75 $68,745.30 $75,002.30 <br />Division 5 $378,938.00 $299,665.20 $291,583.49 $287,278.00 <br /> <br />In reviewing the required documentation, I recommend rejection of the lowest bids for Division 3 <br />and Division 4 from Owl Creek Construction. Owl Creek Construction failed to meet the MBE <br />participation goals (2.84% for Division 3 and 2.09% for Division 4) and did not meet the good faith <br />efforts standards to obtain MBE participation. The MBE documentation, including good faith efforts <br />documentation, was not included with the bid. The next lowest bidders on these divisions were able <br />to meet the MBE goal and demonstrate good faith efforts. <br /> <br />For the above reasons, I recommend award of the divisions of the 2024 Curb and Sidewalk <br />program to the following lowest responsive and responsible bidders: <br />• Divisions 1, 2, 3, and 5 to Selge Construction <br />• Division 4 to Rieth-Riley <br />Sufficient funds have been appropriated from the Motor Vehicle Highway for each division.
