REGULAR MEETING <br />OCTOBER 9, 200 <br />neighborhood disrupted and perhaps a noise buffer can be created. He stated that he expects to <br />support this Resolution. <br />Councilmember Aranowski thanked the neighborhood residents as well as Memorial Hospital for <br />answering his questions. He noted that this is an emotional issue and he has gathered information <br />from all sources. The biggest issue is what is the benefit and impact on the community and he <br />believes that the helistop belongs at the hospital. The number one issue is the health and well being <br />of not only his district but for all citizens of South Bend. He stated that he will be supporting this <br />Resolution. <br />Councilmember Kirsits stated that he supports a helicopter for Memorial Hospital but believes they <br />have picked a terrible location. He also stated that he has safety concerns and believes that the <br />Council has not 'received an adequate answer to what is a safety area. He noted that because of his <br />experience with helicopters he believes this plan will have an effect on the neighborhood. <br />Councilmember Kirsits stated that he appreciates the comments made by Mr. Leone and because of <br />the volumes of data the Council has received, he would like to see this matter tabled until the next <br />Council meeting 'so they can disseminate this data and get the neighborhood residents and the <br />hospital to talk one more time and maybe find a better location. Therefore, Councilmember Kirsits <br />made a motion to table this Resolution until the next meeting of the Council. Because there was not <br />a second to the motion, the motion failed. <br />Councilmember Kelly made a motion to adopt this Resolution as substituted. Councilmember <br />Varner seconded the motion which carried by a roll call vote of eight (8) ayes and one (1) nay by <br />Councilmember Kirsits.. <br />RECESS <br />Councilmember Coleman made a motion to take a five (5) minutes recess. Councilmember Varner <br />seconded the motion which carried by a voice vote of nine (9) ayes. <br />REGULAR MEETING RECONVENED' <br />The Common Council of the City of South Bend reconvened in the Council Chambers on the fourth <br />floor of the County -City Building at 11:10 p.m.. Council President Charlotte Pfeifer presided with <br />nine (9) members present. <br />RESOLUTION NO. 2935 -00 A RESOLUTION OF THE COMMON COUNCIL OF THE <br />CITY OF SOUTH BEND APPROVING THE ISSUANCE <br />OF SCRAP METAL /JUNK DEALERS /TRANSFER <br />STATION LICENSES FOR THE CALENDAR YEAR 2000 <br />WHEREAS, the Common Council of the City of South Bend recognizes the contributions <br />that operations such as junk/scrap and recycling dealers make to the community; and the Council <br />further realizes that such operations must be reasonably regulated in order to minimize any <br />environmental or aesthetic nuisances which may be created by the operations of scrap /junk/and <br />recycling dealers within the City; and <br />WHEREAS, the Common Council of the City of South Bend has enacted reasonable rules <br />and regulations with regard to the issuance of licenses and the operations of the scrap /junk/and <br />recycling dealers; <br />WHEREAS, in accordance with these rules and regulations, inspections of the below listed <br />scrap /junk/and recycling operation have been completed by the Department of Code Enforcement <br />and the Fire Department Prevention Bureau, and it has been found that such premises are fit and <br />proper for the maintenance and operation of such businesses; and <br />
