REGULAR MEETING SEPTEMBER 25, 2000 <br />BILL NO. 74 -00 PUBLIC HEARING ON A BILL OF THE COMMON COUNCIL <br />OF THE CITY OF SOUTH BEND APPROPRIATING MONIES <br />FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF THE <br />DESIGNATED ENTERPRISE FUNDS OF THE CITY OF SOUTH <br />BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING <br />JANUARY 1, 2001, AND ENDING DECEMBER 31, 2001, <br />INCLUDING ALL OUTSTANDING CLAIMS AND <br />OBLIGATIONS, AND FIXING A TIME WHEN THE SAME <br />SHALL TAKE EFFECT <br />BILL NO. 75-00 PUBLIC HEARING ON A BILL LEVYING TAXES AND FIXING <br />THE RATE OF TAXATION FOR THE PURPOSE OF RAISING <br />REVENUE TO MEET THE NECESSARY EXPENSES OF THE <br />CIVIL CITY OF SOUTH BEND FOR THE FISCAL YEAR <br />ENDING DECEMBER 31, 2001 <br />Councilmember Coleman made a motion to have read into the record Bill Nos. 73-00,74-00 and 75- <br />00 for consideration in the Council portion of the meeting only, as the Public Hearing on these bills <br />was held on September 11, 2000. Councilmember Varner seconded the motion which carried by a <br />voice vote of nine (9) ayes. <br />Councilmember Ujdak reiterated that these bills relate to the budget process and are on the agenda <br />this evening in the Council portion only. He also noted that the Personnel and Finance Committee <br />sent these bills to the full Council with favorable recommendations. <br />Councilmember Coleman made a motion to send Bill No. 73 -00 to the full Council with a favorable <br />recommendation. Councilmember Kelly seconded the motion. <br />At this time Councilmember Varner stated that as a way of explanation he would like to explain his <br />position on these bills. He noted that Bill No. 73 -00 is the approval of funds to support the Hall of <br />Fame which is something he objects. He stated that he will support Bill No. 74 -00 but will not <br />support Bill No. 75 -00 which is a bill levying taxes to make bond payments on the Hall of Fame <br />which he does not support. He explained that his objection to these bills has nothing to do with his <br />appreciation for the large effort that was put into developing the budget but that his objection rests <br />with only these two (2) items and not the budget in general. Councilmember Varner thanked City <br />Controller Cathy Roemer and her staff for their work on the budget process which he believes has <br />become better organized. <br />Upon the motion made by Councilmember Coleman and seconded by Councilmember Kelly, Bill <br />No. 73 -00 carried by a voice vote of eight (8) ayes and one (1) nay by Councilmember Varner. <br />Councilmember Kelly made a motion for favorable recommendation to full Council concerning Bill <br />No. 74 -00. Councilmember Coleman seconded the motion which carried by a voice vote of nine (9) <br />ayes. <br />Councilmember Kelly made a motion for favorable recommendation to full Council concerning Bill <br />No. 75 -001. Councilmember Aranowski seconded the motion which carried by a voice vote of eight <br />(8) ayes and one (1) nay by Councilmember Varner. <br />BILL NO. 64 -00 PUBLIC HEARING ON A BILL TO VACATE THE <br />FOLLOWING DESCRIBED PROPERTY: THE FIRST <br />NORTH/SOUTH ALLEY EAST OF MICHIGAN STREET <br />FROM THE NORTH RIGHT -OF -WAY LINE OF <br />BROADWAY STREET TO THE SOUTH RIGHT -OF -WAY <br />LINE OF THE FIRST EAST/WEST ALLEY NORTH OF <br />BROADWAY STREET FOR A DISTANCE OF 156 FEET <br />AND A WIDTH OF 14 FEET, LOCATED IN HANEY'S <br />ADDITION RECORDED IN PLAT BOOK 6, PAGE 13 IN <br />
