REGULAR MEETING <br />SEPTEMBER 11.2000 <br />BILL NO. 72-00 PUBLIC HEARING ON A BILL FIXING MAXIMUM SALARIES <br />AND WAGES OF APPOINTED OFFICERS AND NON - <br />BARGAINING EMPLOYEES OF THE CITY OF SOUTH BEND, <br />INDIANA, FOR THE CALENDAR YEAR 2001 <br />Council Member Aranowski reported that the Personnel & Finance Committee and the Health and <br />Public Safety Committee conducted a joint committee meeting on this bill and sends it to the <br />Council with a favorable recommendation. <br />Ms. M. Catherine Roemer, City Controller, County -City Building, Room 1400, SouthBend, Indiana. <br />made the presentation for this bill. <br />Ms. Roemer stated that this ordinance establishes the annual salaries and benefits for four hundred <br />twenty (420) non - bargaining employees for 2001. She noted that there are no changes in this <br />ordinance for benefits and they will remain the same as this year. Ms. Roemer further stated that the <br />ordinance contains two hundred seventy (270) positions with the general increase for those positions <br />being 3.5% with some exceptions. Approximately twelve (12) new positions were added and ten <br />(10) positions received more than a 3.5% increase in order to keep the minimum increase on an <br />annual basis for these positions at seven hundred fifty dollars ($750.00). There were twenty -four <br />(24) positions that received increases over 3.5% which are technical positions. The increase is an <br />effort to retain positions that the City has had difficultly in retaining and it was felt that increases <br />above 3.5% were warranted on a limited basis. Four (4) positions received less than 3.5% as a result <br />of restructuring and reduction of responsibilities within the position. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in opposition to this <br />bill, Councilmember White made a motion for favorable recommendation to full Council <br />concerning this bill. Councilmember Coleman seconded the motion which carried by a voice vote <br />of seven (7) ayes. <br />BILL NO.73 -00 PUBLIC HEARING ON A BILL APPROPRIATING MONIES FOR <br />THE PURPOSE OF DEFRAYING THE EXPENSES OF SEVERAL <br />DEPARTMENTS OF THE CIVIL CITY OF SOUTH BEND, <br />INDIANA FOR THE FISCAL YEAR BEGINNING JANUARY 1, <br />2001, AND ENDING DECEMBER 31, 2001, INCLUDING ALL <br />OUTSTANDING CLAIMS AND OBLIGATIONS, AND FIXING <br />A TIME WHEN THE SAME SHALL TAKE EFFECT <br />BILL NO. 74 -00 PUBLIC HEARING ON A BILL OF THE COMMON COUNCIL <br />OF THE CITY OF SOUTH BEND APPROPRIATING MONIES <br />FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF THE <br />DESIGNATED ENTERPRISE FUNDS OF THE CITY OF SOUTH <br />BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING <br />JANUARY 1, 2001, AND ENDING DECEMBER 31, 2001, <br />INCLUDING ALL OUTSTANDING CLAIMS AND <br />OBLIGATIONS, AND FIXING A TIME WHEN THE SAME <br />SHALL TAKE EFFECT <br />BILL NO. 75-00 PUBLIC HEARING ON A BILL LEVYING TAXES AND FIXING <br />THE RATE OF TAXATION FOR THE PURPOSE OF RAISING <br />REVENUE TO MEET THE NECESSARY EXPENSES OF THE <br />CIVIL CITY OF SOUTH BEND FOR THE FISCAL YEAR <br />ENDING DECEMBER 31, 2001 <br />Councilmember Coleman made a motion to combine Bill Nos. 73-00,74-00 and 75 -00 for purposes <br />
