SPECIAL MEETING AUGUST 17, 2000 <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Council <br />Chambers of the County -City Building on Thursday, August 17, 2000, at 7:00 p.m. The meeting <br />was called to order by Council President Charlotte Pfeifer and the Invocation and Pledge to the Flag <br />were given. <br />ROLL CALL <br />Present: James Aranowski <br />1" District <br />Charlotte Pfeifer <br />2nd District <br />Roland Kelly <br />3rd District <br />Karl King <br />4th District <br />David Varner <br />5th District <br />Andrew Ujdak <br />Oh District <br />Sean Coleman <br />At -Large <br />Absent: Al `Buddy" Kirsits At -Large <br />Karen L. White At -Large <br />SPECIAL BUSINESS <br />Vice - President <br />President <br />Chairperson, Committee of the Whole <br />APPOINTMENT TO HISTORIC PRESERVATION COMMISSION <br />Councilmember Varner announced that Mr. Richard P. Morrison, 5740 Hawkins Court, <br />South Bend, Indiana, has been selected to serve as the Council's Republican appointment to <br />the Historic Preservation Commission. Members of the Council congratulated Mr. Morrison <br />on his appointment. <br />2001 OPERATING BUDGET HEARINGS <br />Councilmember Aranowski reminded everyone that the Personnel and Finance Committee <br />will begin 20001 budget hearings on Monday, August 21, 2000. <br />RESOLVE INTO THE COMMITTEE OF THE WHOLE <br />At 7:03 p.m. Councilmember Coleman made a motion to resolve into the Committee of the Whole. <br />Councilmember Kelly seconded the motion which carried by a voice vote of seven (7) ayes. <br />Chairman Uj dak presiding. <br />BILL NO. 59 -00 PUBLIC HEARING ON A BILL OF THE COMMON <br />COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br />FIXING THE ANNUAL PAY AND MONETARY FRINGE <br />BENEFITS OF FIREFIGHTERS OF THE SOUTH BEND <br />FIRE DEPARTMENT FOR CALENDAR YEARS 2001, <br />2002, 2003 and 2004 <br />Councilmember Aranowski reported that the Personnel and Finance Committee along with the <br />Health and Public Safety Committee met on this bill and due to the fact that the two (2) committees <br />did not know what the vote total for the ratification was at that time, the bill is being sent to the <br />Council with no recommendation at this time. <br />Council Attorney Kathleen Cekanski- Farrand noted for the record that Councilmember Kirsits is out <br />of the City and will not be in attendance tonight. However, he was advised that he would have been <br />able to be involved in discussions concerning this matter but in light of the fact that he is a member <br />of the Fire Department he would not have been able to vote on the matter. Additionally, <br />Councilmember White is in a meeting and plans to be in attendance at approximately 8:00 p.m. and <br />hopefully will be in attendance for the vote on this matter. <br />Attorney Cekanski- Farrand made the presentation for this bill. She noted that for this project she <br />is an agent of the City Council and the Board of Public Safety as well as the City spokesperson. She <br />
