REGULAR MEETING AUGUST 14.2000 <br />of this Declaratory Resolution for Real Property Tax Abatement to be published pursuant to Indiana <br />Code 5 -3 -1 and Indiana Code 6 -1.1- 12.1 -2.5, said publication providing notice of the public hearing <br />before the Common Council on the proposed confirming of said declaration. <br />SECTION VIII. This Resolution shall be in full force and effect from and after its adoption <br />by the Common Council and approval by the Mayor. <br />s /Charlotte Pfeifer <br />Member of the Common Council <br />Councilmember Kelly made a motion to hear the substitute version of this Resolution. <br />Councilmember King seconded the motion which carried by a voice vote of eight (8) ayes. <br />Councilmember Kelly reported that the Community and Economic Development Committee met <br />on this bill and recommends this Resolution to the Council favorably. <br />Mr. Bill Cupp, no address given, with GWSB Properties, LLC, made the presentation for this <br />Resolution. <br />Mr. Cupp stated that they are requesting this tax abatement for a one hundred ninety -eight thousand <br />(198,000) square foot warehouse that they are building for their tenant, Global Motorsport Group, <br />Inc., distributors of motorcycle parts and accessories. This building will be one (1) of three (3) <br />distribution centers that they will have in the United States and it is anticipated that they will <br />employ fifty (50) new employees in the first year. <br />A Public Hearing was held on the Resolution at this time. <br />There was no one present wishing to speak to the Council in favor of this Resolution. <br />Mr. Leon Townsend, 525 North Hill Street, South Bend, Indiana, informed the Council that South <br />Bend has a tax crunch and now the City is giving it away for sixty (60) jobs. He noted that the <br />most tax burden is on the poor and he feels that if this gentleman wants to build a facility that he <br />should pay his fair share of taxes. <br />Councilmember Varner explained to Mr. Townsend that tax abatement does not mean that this new <br />company will not pay any taxes. It means that over a ten (10 year period there will be $1.35 million <br />in taxes abated but the company will still pay $1.35 million dollars over that ten (10) year period. <br />Also, if a new company comes to town and pays one million dollars ($1,000,000.00) in property <br />taxes the City does not get an extra million dollars because it is divided. The benefit is that a <br />building will be on the property tax rolls for the next thirty (30) to forty (40) years. <br />There being no one else present wishing to speak to the Council in opposition to this Resolution, <br />Councilmember Aranowski made a motion to adopt this Resolution.
